In 2014, the Principals Australia Institute (PAI) decided to develop a national system for providing professional certification to accomplished school principals, based on the AITSL Australian Professional Standard for Principals (the Standard). ACER has been assisting the PAI in the development of valid and reliable methods whereby principals can demonstrate how they meet the Standard. This work has included conceptualising the system, developing an assessment and evaluation framework for certification, and developing guidelines for three portfolio initiatives linked to the Australian Professional Standard for Principals. Most current professionals who serve in an enrollment management leadership capacity likely were trained “on the job,” or at professional development events, primarily because credit‐bearing credentials, degrees, and other formal programs were non‐existent (Phair, 2014). However, that landscape has since changed and now there are multiple ways for enrollment management professionals to receive a formal education to enhance one’s enrollment management skill set. This review was commissioned by Principals Australia Institute. Its purpose is twofold: to review approaches to assessing and evaluating principals internationally; and, to draw on this review in developing recommendations for building a rigorous and beneficial professional certification system for accomplished principals in Australia. There is widespread agreement that our society needs to place greater value on the important and complex work of teachers and principals (Productivity Commission 2012).
