This study examines why the passing rates of African Americans on the CBEST are the lowest in California at 60%. Madkins (2011) identified licensure testing as a significant reason why African Americans cannot enter the teaching progression. According to Darling-Hammond et al. (2016), California has an ongoing credentialed teacher shortage. An even more significant need is for teachers of color. According to the California Department of Education (2021), 60% of the state’s educator workforce is White, while the state student body, multicultural and multilingual, is only slightly more than 22% White. The underlying model for most formal educational measurement (e.g. standardised tests) is based on a very simple model: the student takes a test (possibly alongside other students). The complications of there being an instructional plan, actual instruction, interpretation of the outcome, and formulation of next steps, are all bypassed in considering how to model the process of measurement. There are some standard exceptions, of course: a pre-test/post-test context will involve two measurements, and attention to gain score, or similar. Given federal and state mandates, school administrators in the United States are often held responsible for enacting standardized testing policies in their school settings. Standardized testing requirements apply for all students attending school including ELL (English Language Learner) students. This study investigated the relationship among the variables instructional time configuration, gender, race/ethnicity, and poverty to predict the academic performance of seventh-grade students on a state-mandated social studies accountability test. Results of 24,919 seventh-grade student social studies test scores from 117 middle schools, as well as a survey given to principals of the same 117 middle schools, were analyzed. A hierarchical multiple regression analysis showed that when controlling for poverty, the variables instructional time configuration and race/ethnicity were significant, explaining 11% of the variation in student social studies accountability test results; a small effect. In the 1970s, many people from Hispanic backgrounds, whether their first language was Spanish or English, who had graduated from law school took the New Mexico Bar Examination. A disproportionately large percentage of them (compared with their counterparts who did not come from Hispanic backgrounds) did not pass the Bar Examination. They therefore were denied admission to the bar. This dissertation examines how this came to be.

In response to the need for examples of test validation from which everyday language programs can benefit, this paper reports on a study that used Bachman’s (2005) assessment use argument (AUA) framework to examine evidence to support claims made about the intended interpretations and uses of scores based on a new web-based Spanish language placement test. The test, which consisted of 100 items distributed across five item types (sound discrimination, grammar, listening comprehension, reading comprehension, and vocabulary), was tested with 2,201 incoming first-year and transfer students at a large, Midwestern public university. One topic that has not been explored in depth is the ways in which the discourse around testing can dehumanize public school students. This paper turns its attention to utterances of the Massachusetts Commissioner of Education, Mitchell Chester, along with the utterances of the superintendents of two large urban districts in Massachusetts. The study was conducted in the department of the English University of Gujrat during Spring- 2012 semester. A question paper was designed to check the aptitude of the intermediate students of population 25. There were three sections; Grammar, vocabulary and reading comprehension, in the question paper. Section: A (Grammar) was proved valid with 84.33 % of validity. The validity of Section: B (vocabulary) and Section C (reading comprehension) were 91.64 % and 52.00 respectively. As a whole, the validity of all the questions was 75.99 %. Thus, the designed aptitude test may be considered reliable.

Examples of static problems are scheduling and logic puzzles in which all relevant information is available to the solver at the outset.
