This report has been developed to provide a summary of outcomes at a national level on the newly established system of national standardised assessments, which has since been termed ‘Scottish National Standardised Assessments’ (SNSA) in the 2017 to 2018 academic year, the first year of the programme. An early step in developing an assessment framework for the Southeast Asia Primary Learning Metrics (SEA-PLM) was determining how to design and construct a single assessment program across all ASEAN member countries. This step needed to take account of the similarities and differences in the curriculum frameworks in each country for the four domains to be assessed through SEA-PLM: Mathematics, Reading, Writing and Global Citizenship. There have been a plethora of research reports providing information about the achievements of students in Australian schools and how those achievements differ among jurisdictions and among groups of students. However, each report has often been viewed in isolation from other similar studies. This report is intended to provide an integrated appraisal of the results of the international and national achievement surveys conducted since 1994 but with some references to earlier studies.
