This dissertation in practice documents the program evaluation of the Community Scholars (CS) program at the Florida Center for Inclusive Communities (FCIC), a University Center for Excellence in Developmental Disabilities (UCEDD) at the University of South Florida (USF). CS is part of a diversity pipeline program that recruits youth with disabilities to engage in paid on-the-job training (OJT) with FCIC. Scholars are community members (youth with disabilities) that are enrolled as FCIC trainees and receive mentoring, development of basic administrative competencies, individualized career coaching, college counseling, and disability policy and self-advocacy training. For years we have grappled with the effects of the Achievement Gap, which has been defined by: (a) the National Assessment of Educational Progress (2011) as the “observed, persistent disparity of educational measures between the performance of groups of students, especially groups defined by socioeconomic status (SES), race/ethnicity and gender; (b) The National Education Association (2013) as differences between the scores of students with different backgrounds (ethnic, racial, gender, disability, and income) are evident on large-scale standardized tests, adding that test score gaps often lead to longer-term gaps, including high school and college completion and the kinds of jobs students …

This paper is based on a study that explored the life experiences of Xhosa-speaking learners as a minority in a former whites-only school in the Western Cape province of South Africa. The focus was specifically on the factors that contribute to the continued poor academic performance of this minority group within the school. Identifying and understanding these factors as challenges to academic success can help teachers and schools provide appropriate support structures to maximize the potential of these learners. As global demands for workers in the science, technology, engineering and math (STEM) fields persist, there are increased opportunities for historically underrepresented African-American and Latino youth to fill STEM career pipelines. African-American and Latino youth have long faced disproportionately high unemployment rates. Joblessness has been complicated by lower high school graduation rates for African-American and Latino youth. Significant federal and state funding has been allocated to address this state of affairs. Research findings on STEM career development programs for historically underrepresented youth can inform public policy and resource allocation.

This paper reviews Chinese- and English-language literature on ethnic minorities and education in China. Six major research topics emerge from the Chinese-language research: (1) Marxism and ethnic minority education; (2) patriotism and national unity in education for ethnic minority students; (3) multicultural education; (4) determinants of ethnic differences in education; (5) school facilities and teacher quality; and (6) preferential / affirmative action policies. Four research themes are identified from the English-language literature: (1) policy overviews; (2) education and ethnic identity; (3) incentives and disincentives for buy-in to the education system; and (4) educational stratification. No Child Left Behind (NCLB) was established in 2002 with the primary goal of closing the achievement gap between low socioeconomic students and their more advantaged peers. Charter schools are a part of NCLB's school choice policy and are intended to be a form of intervention to close the achievement gap. Much research has been conducted to measure charter school student achievement compared to regular public schools. But little has been done in distinguishing the differences between charter schools and their impact on student achievement. BACKGROUND In order to continue to improve Western’s campus climate and employee engagement and to enhance the University’s commitment to diversity, President Shepard facilitated the distribution of a Staff Engagement and Diversity Climate Survey (Staff Survey) on October 31, 2012. Western had conducted similar studies for faculty and students, and it was critical that the views and opinions of classified and professional staff also be collected in order to identify areas in need of improvement, work on those areas, and ascertain progress. Discrimination on the grounds of sexual orientation, race, mental and/or physical disability, religious background, HIV/AIDS status, and ethnic origin affects the well-being of minorities and society in general. Recent research in North America underscores the importance of contact with diverse networks, intergroup discussions, a social dominance orientation, religious beliefs, and the school climate, among other factors, to explain tolerance for minorities. Theoretical and empirical work in Latin America is less extensive and has been limited by the lack of quantitative data. Note: This report was scanned in 2013 for OSR's archives and the scanning is poor. The subject population for this study was Western's undergraduate ethnic-minority students. Besides all being students of color, respondents were primarily female (62.1% vs. 37.9% male), and mostly between 18 and 25 years of age (83.7%). Most were upper-division undergraduates (juniors/seniors 69.0% vs. 26.7% frosh/sophomores). The survey asked students if they had used any of a list of college services.
