The Implementation And Impact Of The Teacher Evaluation Process On Special Educator Professional Growth In A Public Middle School, Michael L. Lefko

This mixed methods program evaluation examined teacher and administrator perceptions regarding fidelity of implementation of components of the teacher evaluation program with middle school special education teachers. These components include pre-conferences, observations, and post-conferences; summary evaluations; and professional development plans. Incorporating evidence from qualitative interviews with school-based administrators, qualitative focus groups with special education teachers, and a quantitative survey with special education teachers, this study found that fidelity of implementation of the components of teacher evaluation is impacted by evaluator capacity. The purpose of this qualitative case study was to assess the fidelity of implementation of the school readiness/kindergarten preparedness program and the training being used, called the Teaching Strategies GOLD®, through the perceptions of preschool teachers from a Head Start program in southeastern Florida. This study addressed the crisis with the school readiness outcomes in the state of Florida. Specifically, children are entering school underprepared for kindergarten. The Florida Kindergarten Readiness Screener data revealed failing test scores at the selected study site during the 2017–2018, 2018–2019, 2019–2020, 2020–2021, and 2021– 2022 school years. Students with specific learning disabilities (SLD) are educated in general education classrooms. As a result, these students are faced with more challenging instructional curricula. Although some students with SLD perform as well in mathematics as students without disabilities, most perform below state standards despite being provided instructional and testing accommodations. Policy makers have envisioned the implementation of instructional accommodations as a primary means of ensuring an appropriate education (Mcleskey, Hoppey, Williamson & Rentz, 2004; Scalon & Baker, 2012) for students with disabilities in general education classrooms (Mc Guire, Scott, & Shaw, 2006). In an environment of accountability, the development of evidence-based practices is expected. To demonstrate that a practice is evidence based, quality indicators of rigorous methodology should be present including indications that teachers implementing an intervention have done so with fidelity to its design. Because evidence-based practices assume fidelity of implementation (FOI), failure to establish FOI limits the conclusions that can be drawn from any outcome evaluation. This study surveys the gifted education literature to ascertain the degree to which FOI has been assessed, reported, and tied to measured outcomes in curriculum intervention efficacy studies and outcome evaluations. This symposium describes a multi-dimensional strategy to examine fidelity of implementation in an authentic school district context. An existing large-district peer mentoring program provides an example. The presentation will address development of a logic model to articulate a theory of change; collaborative creation of a data set aligned with essential concepts and research questions; identification of independent, dependent, and covariate variables; issues related to use of big data that include conditioning and transformation of data prior to analysis; operationalization of a strategy to capture fidelity of implementation data from all stakeholders; and ways in which fidelity indicators might be used.
