It is imperative that transformative educators understand how education can be manipulated to serve political and authoritarian agendas and to recognize its subtle manifestations in order to reshape education for the purposes of fostering peace, cooperation and acceptance. Bush and Saltarelli (2000) assert that in its extremes, education can have “two faces”. It can be used as a tool to stimulate political unrest, foster hatred, justify violence and promote inequities; or in the case of peace education, facilitate the reconstruction of fragile states. The academic curriculum is developed through a systematic process whereby content is created through the alignment of needs to stakeholder or target group. This qualitative research study features a small-scale, English for academic purpose (EAP) needs analysis (NA) of three credit-bearing EAP programs and the corresponding departmental programs conducted at a Language Center at a higher education institution in Oman. Based on interview, observational and documentary data, the analysis showed divergences in academic literacy (writing and reading) between the EAP and content programs. This applied dissertation was designed to provide law enforcement and corrections administrators with current information about the components of basic training that can affect the retention of newly employed trainees during basic training. Attracting qualified applicants for law-enforcement jobs is a challenging task, and the preemployment screening and hiring processes are very expensive for agencies already plagued with reduced budgets. By the time a trainee actually makes it to basic training, a great deal of time and money has already been invested by the agency, and the trainee becomes an investment.
