Community colleges are an essential element of the American postsecondary landscape and workforce preparation. In 2017, over six-million students, which represented roughly one-third of the total undergraduate enrollment in the United States, were enrolled in community colleges. In the past ten years, the importance of community colleges in the economic need for greater postsecondary credential attainment has been underscored by state policies and national initiatives. The wide variation in both the nature of community colleges and the students they serve makes examining the outcomes of these institutions difficult and oftentimes imprecise.

First-year seminars (FYS) have been identified as one of the most effective high impact practices in supporting student success as measured in this study by GPA, semester-to-semester persistence, and second semester student course load. However, those students who would most need this support, students at public open-enrollment institutions in the Appalachian region, have often either not been required to participate or have not been given the chance to do so due to limits on academic program length or a perceived lack of resources at such institutions. The purpose of this sequential explanatory mixed methods study situated at a large community college in the midwestern United States was to examine faculty attitudes, knowledge, and use of open educational resources (OER) and to identify institutional initiatives that would support OER adoption. The goal of the first, quantitative phase of this study was to replicate a national survey of higher education faculty on the subject of OER. The purpose of this research was to identify the components of first-year first semester college success courses specifically designed to foster student success in single campus Illinois community colleges. The study provides a historical background of community colleges as it develops a context for the need for college success courses. A qualitative case study approach was used. The research conceptual framework encompassed Alexander Astin’s Theory of Student Involvement (IEO), Stufflebeam’s Theory of Course and Program Evaluation (CIPP), and The Center for Community College Student Engagement (CCCSE) seven key principles for student success to analyze the findings.

Statement of the problem. Appalachian community colleges are dealing with a dynamic transfer policy environment and implementing practices that either foster or impede transfer student success. The problem in this dissertation is to discern how Appalachian community colleges are making sense of transfer policy changes and conducting practices to address student transfer success. Although individual factors must be considered by community colleges, they often are out of the control of the institution. This study focused on the institutional factors, including the ways that organizational structures and transfer policies contribute to the success of a community college’s transfer program.

Too few community college students who intend to transfer and earn a baccalaureate degree actually do. Further, low-income and first-generation college students are overrepresented at community colleges. Education is considered a means of social and economic mobility for low-income, first-generation students; therefore, retaining this population through baccalaureate attainment is a critical issue. Because of the multitude of obstacles these students must conquer, it is crucial to implement effective strategies for improving transfer rates.
