The first public, tuition-free Bard High School Early College (BHSEC) opened in Brooklyn in 2001. Today, an entire network of Bard Early Colleges operates in partnership with public school systems to offer students affordable access to higher education in a cohesive, engaging environment. Simultaneously, alternative takes on early college (Early College High Schools, dual enrollment, early entrance) have proliferated across the United States, providing even more opportunities for younger students to earn college credit.

An increase in the English learner (EL) population is evident in public schools throughout the United States. Academic achievement gaps between ELs and non-EL peers persist from early childhood through the post-secondary level (Florida Department of Education, 2019c). This paper reviews the creation and practices of the Brooklyn College BC Bound Program, focusing on its mission and structure. The BC Bound Program is a one-semester service at Brooklyn College that admits and supports individuals with their high school equivalency diploma. “Test optional”, “test flexible,” and “no tests required” are buzzwords surrounding the college admissions’ process today. Getting into a college or university may require a student to submit several sets of grades and scores from either the SAT or ACT, write essays, prepare for interviews and/or complete other admission requirements. As of 2018, there are at least 1,000 accredited, bachelor-degree-granting colleges and universities that altered their admissions policy to either eliminate consideration of standardized testing scores or have moved to test optional or test-flexible admissions policies (Safier, 2017).

The U.S. public education system focuses on providing student achievement and preparation for global competitiveness and to ensure equal access for all students. Despite this emphasis on equal education, Mexican migrant youth continue to have low graduation rates. The legal status of farmworkers makes them vulnerable to hard labor and poor working conditions resulting in frequent mobility (within the U.S.) for their survival. This doctoral research project investigated issues of access to study abroad at the University of Denver (DU). The study evaluated the use of the learning management system Canvas during Fall 2017, in preparation for student applications for study abroad during Fall 2018. The evaluation utilized qualitative data from focus groups with students and families, interviews with higher education professionals and analytics data on the usage of Canvas. To examine to what extent current general education pre-service teachers within a teacher preparation program at a private institution of higher education know and understand the principles of Universal Design for Learning (UDL), expert focus groups were conducted. General education program syllabi were examined for UDL content and found to be lacking in such content. This study examined the potential relationship of accessible hands-on science learning experiences to the development of positive beliefs concerning one’s capacity to function in the sciences and motivation to consider science as a college major and career. The EFA conference in Dakar 2000 ushered in new momentum for ensuring universal access to education and advocacy for improved educational quality in all aspects (UNESCO, 2000). While significant progress has been made in expanding access in sub-Saharan Africa, particularly for girls, efforts to ensure improved educational quality in terms of learning, have not matched the drive for universal educational access. Executive Summary: This report was prepared as background to ongoing discussions concerning the first year experience, in particular the study group by that name headed by Dean Marie Eaton. Data come from surveys of a cohort of new freshmen and new transfers, who entered Western in Fall, 1994. They were surveyed that Fall and in the Spring of that same academic year. Only about one-third of new students, many of whom failed to attend Summer advising sessions, find the transition to Western "very" or "moderately" difficult. This study was conducted to determine what, if any, impact the course University 101 may have had on the students who took it. In this study, for each year that University.101 was offered two matched and proportionally sampled groups were created from Registrar files: students who took University 101 and students who did not.
