There is compelling evidence that high-quality early childhood education and care (ECEC) programs can act to narrow achievement gaps attributed to social inequality. This evidence is typically observed in model programs, designed by experts and offered to vulnerable families outside the market. In everyday settings, where market forces may price families out of certain programs or poor local availability may preclude attendance, ECEC programs do not appear to deliver these significant gains or close these gaps. An Investigation Of Volunteer-Student Relationship Trajectories Within School-Based Youth Mentoring Programs, Thomas Keller, Julia Pryce

This prospective, mixed-method study investigates the development of school-based mentoring relationships using direct observations, in-depth interviews, and questionnaires from the perspective of mentors and students. A pattern-oriented analysis of qualitative data explores the diversity observed in the life-course of mentor-student relationships. Systematic variation in developmental trends across relationships revealed four distinctive groupings. Some relationships showed progressive improvement in strength and quality. Others started well but reached a plateau and did not become particularly close. A third group struggled throughout to make a connection. Finally, some relationships succeeded after a breakthrough to overcome their challenges. These inductively derived categories are corroborated …

The authors report on research they originally undertook for AISNSW, exploring how schools in Finland, Singapore, Japan and Ontario use data to inform improvements in student learning. These jurisdictions have regularly outperformed Australia in their results for PISA and other international assessments. The authors address: the types of data schools collect in the different jurisdictions and their explicit improvement agenda; how ‘big education data’ is used by schools; the future of data use, including ‘big data in education’; and exemplars of effective data use in schools. This study, undertaken by the Australian Council for Educational Research (ACER), investigated how International Baccalaureate (IB) students enrolled in the Primary Years Programme (PYP) and Middle Years Programme (MYP) performed on the International Schools’ Assessment (ISA), relative to non‐IB students. The ISA assesses student performance in Grades 3 to 10 across four domains: Math Literacy, Reading, Narrative Writing, and Expository Writing. The math and reading components of the assessment are based on the reading and mathematical literacy frameworks of the HOECD'sProgramme for International Student Assessment (PISA)H. The primary focus of this review is on strategies for improving literacy and numeracy outcomes in the Northern Territory. Clearly, the role of school education is much broader than the development of students literacy and numeracy skills, but these are foundational skills on which almost all other school learning is based. It is also clear from research that low levels of literacy and numeracy by the middle years of school are associated with lower school completion rates and a range of post-school outcomes, including higher levels of unemployment, lower lifetime earnings, and poorer health outcomes. In 2000, ACER commenced the Longitudinal Literacy and Numeracy Surveys for Indigenous Students (ILLANS), which set out to track the development of English literacy and numeracy skills in a group of Indigenous students from school entry through the early years of schooling and beyond, to establish a data-rich picture of educational opportunities for Indigenous students. Phase 1 of ILLANS collected data from Indigenous students at 13 schools across Australia that had been nominated by education systems as examples of good practice in education for Indigenous students. The COAG Reform Council must independently assess whether Australian jurisdictions have met pre-determined milestones and performance benchmarks contained in the National Partnership on Literacy and Numeracy before reward funding is paid. This report assesses state and territory performance for 2010. Part A describes the National Partnership; Part B devotes a chapter to each jurisdiction's assessment; and Part C suggests improvements to the performance reporting framework.

[Excerpt] The test score decline between 1967 and 1980 was large (about 1.25 grade-level equivalents) and historically unprecedented. New estimates of trend in academic achievement, of the effect of academic achievement on productivity and of trend in the quality of the work force are developed. They imply that if test scores had continued to grow after 1967 at the rate that prevailed in the previous quarter century, labor quality would now be 2.9 percent higher and 1987 GNP $86 billion higher.

This research examined students' responses to mathematics problem- solving tasks and applied a general multidimensional IRT model at the response category level. In doing so, cognitive processes were identified and modelled through item response modelling to extract more information than would be provided using conventional practices in scoring items. More specifically, the study consisted of two parts. The first part involved the development of a mathematics problem-solving framework that was theoretically grounded, drawing upon research in mathematics education and cognitive psychology. Test reliability is a concept central to classical test theory and it is commonly stated as a requirement that a test attain a certain level of reliability before it be considered of sufficient quality for practical use. This article discusses the role of reliability in item response theory, and in particular the role of reliability in contexts where matrix sampling designs are used and concern is with the estimation of population parameters rather than the measurement of individuals. In this retrospective study, the academic resilience of two individuals of Mexican heritage who graduated from Stanford University is described. The respondents (a woman and a man) now in their early 20s came from home backgrounds of extreme impoverishment and adversity. By means of in-depth interviews the challenges the two respondents faced in school beginning in kindergarten and continuing through their graduation from Stanford is described. Both respondents attribute their academic success to the support given them by their mothers and their personal motivation to succeed in school; however, the authors show that this was also possible because the respondents …

This paper refers to the work of S J Prais who questioned the outcomes of the Organisation for Economic Cooperation and Development's PISA survey of the reading, mathematics and science attainments of fifteen year-olds. Prais suggested that methodological flaws in Programme for International Student Assessment (PISA) had resulted in an apparent improvement in the attainment of British students, particularly when compared to their Swiss and German counterparts. This paper responds to Prais's criticisms, noting that when Prais's conjectures are tested with empirical data they are not supported. This report examines hourly earnings among Australian youth. The influences on hourly earnings were analysed in three sections. The first presents the correlation between earnings and social background, school factors, qualifications and labour market history. The second part models earnings using a four step procedure adding, sequentially, social and demographic background factors. school factors, qualifications and Year 12 completion, and employment history. The final section focuses on aging and cohort effects by examining the inmpact on hourly earnings of gender, schooling, qualifications and work experiences at particular ages.
