Although the federal government claims otherwise, Race to the Top is not research based. Rather, its foundation is in ideology and belief-based realism. The overall effort is fundamentally antiscientific and distracts valuable and needed attention, resources, and focus from the nation's real problems of social, economic, and educational deprivation.

In the last two decades, ignoring the bulk of educational research findings, policymakers shaped educational policy into a standardized testing movement that now dominates education. Now, to comply with No Child Left Behind, teachers and administrators shape curriculum in a way that maximizes student achievement measured by these tests. Recently, business and educational leaders initiated a reform movement to broaden curriculum, narrowed by this inadequate standardized testing movement, so that necessary 21st century learning skills can be practiced through project-based learning. Relationships Between Teacher Attendance And Student Scores On The Tennessee Comprehensive Assessment Program Achievement Test In East Tennessee., Melissa Miniard Hensley

This mixed methods study examined relationships between third, fourth, and fifth grade teacher attendance as well as teacher and administrator perceptions of teacher attendance during the 2005-06, 2006-07, and 2007-08 school years. Third, fourth, and fifth grade student test scores on the Tennessee Comprehensive Assessment Program (TCAP) Achievement test given in the spring of 2006, 2007, and 2008 were also examined. TCAP score data for this study were gathered electronically, with published data from the Tennessee Department of Education. Teacher attendance records were collected using Siesta, a teacher attendance tracking program. Teacher and administrator perceptions were gathered through surveys, interviews, …
