One of the most serious problems confronting the beginning high school principal is that of teacher evaluation. Currently, teacher evaluation comes reasonably close to being the most discussed subject among educational practitioners. The literature on the topic is multiplying rapidly as people attempt to analyze, delineate, and appraise its various facets. The purpose of this paper is to set forth some guidelines which may prove useful to the beginning high school principal in one of the most important aspects of teacher and staff morale--teacher evaluation.

The four purposes of this study are: (1) to gain a better understanding of the characteristics, problems, and attitudes of the culturally deprived youth in our society; (2) to determine how Seattle, by better understanding these characteristics, problems, and attitudes, might meet the educational needs of the culturally deprived child; (3) to explore what other large cities in the United States have done in meeting the educational needs of the culturally deprived child; and (4) to describe how Seattle has used the experiences of other large cities in helping it to formulate its educational program for the culturally deprived child.
