The problem was to determine whether significant relationships exist in the attitudes of eighth-grade teachers, their principals, and their superintendents toward minimum competency testing in Tennessee. Literature was reviewed in order to determine the problems associated with the implementation of a minimum competency testing program. Questionnaires were developed to obtain the attitudes of teachers, principals, and superintendents about the questions most often encountered in the literature. School systems to be surveyed were selected by stratified random sampling from defined pupil enrollment categories after the questionnaires were field tested. Local schools and school districts in the State of Washington have the responsibility for selecting textbooks to meet the district's philosophies, goals, and objectives as well as state regulations. To eliminate some of the problems inherent in this situation and to ensure more satisfactory results, this writer developed a procedure based on a committee approach, using a participatory decision making mode. Also, evaluative criteria and a rating tool were designed for use in screening, evaluating, and selecting textbooks. This project presents the steps used in the process.

The purpose of this paper was to research criteria for screening for young, handicapped children with the intent of developing a single, comprehensive screening instrument. Analyses of existing screening devices and data from educators in the field were also included in the study.
The resulting screening instrument was designed to assess the developmental acquisition of skills. Major developmental areas included in the screening instrument are language skills, motor development, perceptual skills, cognitive development, social skills, and self-help skills.
