Students with gifts and talents are identified in school districts across the nation. However, there is severe underrepresentation of minority groups in gifted education programs, specifically students with ELL backgrounds. This issue is important because students from diverse backgrounds are the fastest growing group of the K-12 population. If the issue is not addressed, many talents will be overlooked and underdeveloped (Peters & Engerrand, 2016). The purpose of this study was to analyze administrators’ perceptions of gifted ELL students.

Nearly 10% of students enrolled in public schools in the U.S. are identified as English Language Learners (ELLs). The population of ELL students is expected to continue to rise, therefore research about ELLs is both timely and essential. An increasing body of literature addresses the experience and outcomes of ELLs in the context of both K-12 and postsecondary education. This paper examines the perspectives of Health Sciences and Technology Academy (HSTA) participants as they navigate through their West Virginia (WV) high school learning environments (i.e., in-person, blended/hybrid, complete virtual) during the novel coronavirus, SARS-CoV-19 (COVID-19) pandemic. In March of 2020, the participants in this out-of-school-time (OST) academic enrichment program for exceptionally driven, yet underprivileged, at-risk students, with over 70% living in rural areas, started receiving remote learning instruction through learning management systems or via paper packets. While the selection of qualified applicants often relies, in part, on scores generated from a medical school pre-admission interview (MSPI), the growth of regional medical campuses (RMCs) – many with specialized rural tracks, programs, or missions – has challenged schools to accommodate a wider range of stakeholder input. This study examines the reliabilities of main (urban) and regional (rural) campus interviewers’ assessments of applicants to a Rural Physician Leadership Program (RPLP) located in the southeastern United States.

Communities throughout rural Minnesota would greatly benefit from full-service community schools to support academic achievement and contribute to thriving communities. Lack of health and human services, mental health disparities, and cultural divides are among the greatest concerns for students in rural areas. One in 5 children birth to eighteen has a diagnosable mental health condition and 1 out of every 10 children experience a mental health problem that is severe enough to impair how they function at home, in school, and in their communities. Reform efforts in schools have become increasingly focused on the nature and direction of teamwork in efforts to achieve sustained and systemic districtwide capacity for innovation and needed change. The six-year study reported in this article involved development, implementation, and assessment of a unique collaborative process for districtwide reform in some of the most challenging and fluid educational settings in the United States of America. The purpose of this ex post facto, causal comparative study was to test the interactional framework of self-concept theory and Gibson’s ecological theory of perceptual development with Erikson’s theory of psychosocial development by investigating the overarching research question, Is there a statistically significant difference between mean scores for self-concept (academic, social, and overall) based on extracurricular participation portfolio (sports only, non-sports only, mixed activity types, or no participation) in rural elementary students? Some studies of rural education in the United States suggest there are unique features of rural communities that affect schooling and student outcomes. Appalachia has been a special interest of many studies. Chenoweth and Galliher (2004) measured the influence of three cultural factors associated with Appalachia on the college aspirations of rural West Virginia high school students: (1) localism, a sense of connection to the land, (2) historicism, the sense of understanding one’s place in the family and region where born, and (3) familism, the tendency to maintain close family ties geographically and interpersonally. Mobile devices are highly portable, easily distributable, substantially affordable, and have the potential to be pedagogically complementary resources in education. This study, incorporating mixed method analyses, discusses the implications of a mobile learning technology-based learning model in two public primary schools near the Mexico-USA border in the state of Baja California, Mexico. One school was located in an urban slum and the other in a rural village community. Empirical and ethnographic data were collected through a series of achievement tests, observations, surveys, and interviews involving 160 s grade school children recruited by convenience sampling.
