PISA was administered for the fourth time in 2009. Since in each administration, one of reading, maths or science is chosen as the major domain, the 2009 survey marked the first time that a domain (in this case, reading) was revisited as the major focus of the assessment. This allowed a full review of the framework for reading literacy and the inclusion of new elements to reflect the way that reading has changed since 2000 (OECD, 2009). The purpose of this study was to develop a task list from which a self-check readiness evaluation tool could be developed to assist faculty who were unfamiliar with televised distance instruction. The study's results should provide guidance to new faculty in identifying both self-directed and assisted staff development activities in preparation for implementing distance education. A survey of experienced distance learning faculty at a major eastern university was utilized for data collection. First, this essay details the technical elements required to set up a computer for Web-surfing, then it discusses the rationale for a Web-browser component in Culture and Civilization courses. The first part of this study (the technical portion) is geared specifically toward teachers with little or no familiarity with the Internet and the World-Wide Web. In the second part of the article, the applied-pedagogy aspects of Web-browsing are provided for all colleagues in the profession, proficient or not in cyberspace surfing.
