Teaching and learning are social and cultural activities. Across cultures people have different ways of communicating, interacting, and learning. Consequently, learning may not occur without understanding the role national cultures play on organizing and facilitating training events. When we engage in professional learning, we do it for one big reason: to get better at supporting students. Rigorous and thoughtful program evaluations can provide the critical connection between well-designed programs or initiatives and continuous improvement that builds essential knowledge and skills for educators. Evaluation helps us examine what has been accomplished in a professional learning initiative and identify course corrections that can help the initiative improve.

This paper describes some lessons learned from international adult numeracy assessments that can help in understanding the challenges that people, including both adults and school students, have when solving numeracy tasks and their levels of performance on functional mathematical problems. The paper presents a theoretical schema of five factors that predict, separately and in interaction, the complexity or level of difficulty of mathematically-related assessment tasks, including tasks that incorporate texts and require literacy or reading skills, which are very common in adults' lives. The Programme for the International Assessment of Adult Competencies (PIAAC) is an international assessment of the proficiency of adults (aged 16-65 years) in key information processing skills (reading, numeracy and Problem Solving in Technology-Rich Environments). The PIAAC Survey of Adult Skills has revealed that a considerable number of adults in OECD countries possess only limited literacy and numeracy skills. The OECD is currently reviewing the content of the frameworks and cognitive assessment instruments for the 2nd cycle of PIAAC ready for delivery in 2021-22. In September 2012 the Australian Industry Group (Ai Group) contracted the Australian Council for Educational Research (ACER) to conduct this study into the financial return to employers from investing in workplace literacy training programs. The Australian Government, through its Department of Industry, Innovation, Science, Research and Tertiary Education (DIISRTE), contracted the Australian Industry Group (Ai Group) to manage the project. This report presents the findings from the pilot screening process prepared by the Center for Social Policy (CSP) and implemented during December 2008-March 2009 by the adult basic education (ABE) online learning programs in MA which are funded by the Department of Elementary and Secondary Education (ESE). The purpose of this qualitative study was to determine what factors motivated the adult learners at a Southern California university complex. Using surveys and interviews, the study also provided insight into the expectations of the students in relation to their careers and personal growth. In addition, analysis of the data uncovered information on how employer reimbursement of education costs affected the students’ motivation, who influenced the students to attend school, and why the students chose this university over others in the area.
