This report presents the results of an assessment of reading, writing and mathematical literacy of Class 6 students in 13 provinces in Afghanistan in relation to the gender of students. The data were collected in late 2013. The purpose of Monitoring Trends in Educational Growth (MTEG) is to provide information to education policy makers on the quality of education outcomes in Afghanistan. In addition MTEG will inform educational practitioners by clearly demonstrating what students at Class 6 can and cannot do in an assessment situation. Results on reading tests are typically reported on scales composed of levels, each giving a statement of student achievement or proficiency. The PISA reading scales provide broad descriptions of skill levels associated with reading items, intended to communicate to policy makers and teachers about the reading proficiency of students at different levels. However, the described scales are not explicitly tied to features that predict difficulty. Difficulty is thus treated as an empirical issue, using a post hoc solution, while a priori estimates of item difficulty have tended to be unreliable. The Third International Mathematics and Science Study (TIMSS) 1998 assessed the mathematics and science achievement of students in their second year at high school. Testing for the study was carried out in 38 countries in 1998–99.1 Extensive information was collected from students, teachers and school principals about the context of mathematics and science teaching and learning. Among the countries participating in TIMSS 1998, 26 countries, including Australia, also participated in TIMSS 1994. People from many countries have expressed interest in the tests students take for the Programme for International Student Assessment (PISA). This book examines the link between the PISA test requirements and student performance. It focuses specifically on the proportions of students who answer questions correctly across a range of difficulty. The questions are classified by content, competencies, context and format, and the connections between these and student performance are then analysed. An important decision to be made in the design and implementation of large-scale assessments is the appropriate balance of item types — in particular the balance between objectively coded multiple-choice type items and item types that require coding by trained professionals. Decisions made in this regard depend upon finding an appropriate balance in the light of cost and construct validity concerns. The Third International Mathematics and Science Study- Repeat 1998/1999 (TIMSS) assessed the mathematics and science achievement of students in their second year of high school. In addition to achievement tests, extensive information was collected from students and teachers. Of the 38 countries that took part, the overall results in mathematics of eleven countries, including Australia were not statistically different. Following the TIMSS research model, this article examines the association between three levels of curriculum, the intended curriculum, the implemented and the attained curriculum. In 1997, Victoria became the first state to permit the use of graphics calculators in final external examinations. The action was seen as radical for both social and educational reasons. Concerns were raised about the propriety of using the calculators and whether their use would add to existing educational disparities. With the support of the Board of Studies, a survey of secondary schools was undertaken to gauge the response to this decision and inform further action on graphics calculator use in mathematical courses.
