Students who are below grade level before they leave third grade are less likely to graduate. A large number of schools are failing to increase student achievement in reading, especially for students of color and those who are economically disadvantaged. Leadership can influence student achievement; however, literature lacks specifics about leadership practices that could help school leaders improve student outcomes. Since traditional principal preparation programs were scrutinized for inadequately training 21st century principals, alternative principal programs were designed to prepare principals to improve the US educational system and student achievement. One particular innovative program, the Daly Leadership Program, was collaboratively developed between the Pintler School District and the Intrepid University. The Daly Leadership Program was not only designed to balance leadership theory and practice, but also to produce transformative leaders capable of to navigating a moral dimension and promoting second order change.

Sustained achievement remains out of reach for most Title I schools. While there are many programs and examples of schools touting improved performance, there are precious few that are able to maintain that improved performance over time. This case study examined the characteristics of changes made at one Colorado Title I elementary school that did see improved growth for a period of four years. Two administrators, five teachers and two classified staff members were interviewed. Two of the staff members were also parents at the school. Across the United States, school districts are working to turnaround their lowest performing schools in order to meet the requirements of Adequate Yearly Progress mandated by the No Child Left Behind Act of 2001. These failing schools are facing district, state, and federal sanctions of closure, takeover, or restructuring. A new phenomenon emerging from this dire state in education is the turnaround leader. An educational turnaround leader is one who leads a high poverty, low performing school to dramatic improvement.
