In close collaboration with the participating countries, the international study center (ISC) developed an international English version of the ICCS assessment and questionnaires. These materials were subsequently translated and adapted by countries to their languages of instruction. Throughout this translation and adaptation process, the overarching aim was to create high-quality instruments that were internationally comparable yet also appropriate to each country’s national context and education system. The ICCS instruments were administered in 31 languages, the most common being English and Spanish. This chapter describes the development of the International Civic and Citizenship Education Study (ICCS) international questionnaires for students, teachers, schools, and national research centers. The student questionnaire was designed to measure both learning outcomes and contextual information. The teacher questionnaire was designed to gather teacher perspectives on the general school and community environment, teaching methods, and civic and citizenship education. This paper describes a plausible values imputation approach for deriving population scores on several language proficiency domains. The approach harnessed a multi-dimensional item response analysis combining student responses, rater judgements and student background variables. The target population was grade one and grade two primary school students enrolled in the Hong Kong schooling system. The raters were local teachers of English employed within the sampled schools. This paper describes the development and validation of an instrument, the Principal Interaction Questionnaire, to measure principals' interpersonal behaviour in a school. The instrument was based on the Questionnaire on Teacher Interaction, which was first devised in The Netherlands and contains eight scales of measurement such as Leadership and Understanding.
