This toolkit has been co-authored by the Global Education Monitoring (GEM) Centre at the Australian Council for Education Research (ACER) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) Institute for Statistics (UIS). ACER provides technical support to UIS, which has been mandated to monitor the progress of countries towards achieving Sustainable Development Goal 4 (SDG 4) in education to “ensure inclusive and equitable quality education and to promote lifelong learning opportunities for all” (United Nations, 2021). We know learning in the early years sets the foundations for people’s ongoing academic, cognitive and socio-emotional development. Education across those formative first 12 years is currently segmented, with children often starting fresh in new systems. How can each of us make learning in the early childhood and primary years more effective? Research Conference 2023 will examine research around how we can improve the continuity of learning from birth to 12 years. It will bring together leading international and Australian researchers to provide insights into the best ways to identify, conceptualise, develop and assess these new linkages for learning.

PISA 2018 data shows that, in Indonesia, the relationship between students’ economic, cultural, and social status and their scores on reading achievement is weak. However, there is great variation between schools in average reading achievement with over 40% of the explainable variation in reading achievement being between-schools. In addition, in Indonesia, there is low social diversity across schools (students within schools are likely to be of similar economic, cultural, and social background). These conditions raise the question of whether school factors play a role – specifically whether school climate has a compensating, mediating or moderating effect on the relationship between …

An early step in developing an assessment framework for the Southeast Asia Primary Learning Metrics (SEA-PLM) was determining how to design and construct a single assessment program across all ASEAN member countries. This step needed to take account of the similarities and differences in the curriculum frameworks in each country for the four domains to be assessed through SEA-PLM: Mathematics, Reading, Writing and Global Citizenship. This account was achieved through an audit of the curriculum materials from 11 ASEAN countries, comprising those countries already participating in the SEA-PLM field trial, and others likely to join SEAPLM in the future. The OECD is planning to enhance existing PISA assessment instruments in reading, mathematics and science so that they will be more suitable to the context of developing countries. The main purpose of this paper is to identify the main technical issues associated with this aim. The paper reports detailed analysis of the existing PISA item pool and its suitability for countries which have students of average limited capacity.
