Enhancing Cross-Border Higher Education Institution Mobility In The Apec Region, Sarah Richardson

This report presents findings of a study of the policy context around higher education institution (HEI) mobility in eight APEC economies – China, Indonesia, Malaysia, Mexico, Peru, the Philippines, Singapore and Viet Nam. The report provides insights into different policy contexts gathered from desktop research and from interviews with 68 participants. These all had direct involvement in HEI mobility in the eight economies in the study, including through senior positions in ministries of education, in bodies aligned to ministries, in accreditation and quality assurance agencies, and in foreign and local HEIs. Internationally, the policy move towards standards-aligned instruction is gaining momentum. In Australia, standards have assumed unprecedented prominence in education policy relating both to classroom practice and to teacher preparation and career progression. The move is also evident in the United States, where the lure of standards to inform improvement is clear: significant investment has been committed to longitudinal research to examine at state and district levels the desirable conditions for implementing standards, their impact on developing college- and career-ready teachers, and in turn, the impact on teacher instruction and student outcomes. We estimate the effects on postsecondary education outcomes of the Kalamazoo Promise, a generous, place-based college scholarship. We identify Promise effects using difference-in-differences, comparing eligible to ineligible graduates before and after the Promise’s initiation. According to our estimates, the Promise significantly increases college enrollment, college credits attempted, and credential attainment. Stronger effects occur for women.

In 2010, the Louisiana legislature passed Act 54, a law that requires public school teachers to undergo a performance-based accountability evaluation. COMPASS (Clear, Overall Measure of Performance to Analyze and Support Success) asks principals to evaluate teachers using a rubric with components of Charlotte Danielson’s Framework for Teaching to evaluate teacher effectiveness (Act 54). Act 1, passed in 2012, ties Louisiana public school teacher’s pay and tenure to their score on COMPASS. Principals of Louisiana are now asked to evaluate teachers in a high stakes evaluation that is linked to teacher tenure and pay.

The case study was developed in an attempt to shed more light on the debate of standardized testing. The goal of the study was to find evidence to support whether or not standardized testing is worth doing in public secondary schools. To investigate this question, the state standardized math test scores of three Connecticut public high schools were analyzed. The average math scores over thirteen years were observed and statistical analysis was performed to see if any significant differences existed between the three schools. In 2013, the congressionally chartered national Commission on Education Equity and Excellence issued unanimous recommendations for P–12 policy changes at the federal, state, and local levels. This remarkably broad consensus, with unusual pragmatism and concreteness, is comprehensive in its scope and predominantly research based. As a clarion call and reform strategy, the commission report, For Each and Every Child, is a successor to A Nation at Risk (1983); the commission’s grand if not grandiose intention was to provide a framework for the next decade or more of nationwide policy struggle.
