What Can Pisa Tell Us About U.S. Education Policy?, Linda Darling-Hammond

Despite years of attention to “reform” in the United States, overall achievement on international assessments such as PISA has not improved during the period from 2000 to 2012. Reforms focused on high-stakes testing attached to sanctions, expansions of charter schools, and a market-based approach to teaching have been unsuccessful in changing outcomes. Meanwhile, growing childhood poverty, along with increasing segregation, income inequality, and disparities in school spending, have expanded the opportunity gap. Lessons from other nations and successful states indicate that systematic government investments in high-need schools along with capacity-building that improves the knowledge and skills of educators and the …

Evaluation Of Item Parameter Recovery Estimation By Acer Conquest Software, Luc T. Le, Ray Adams
Dr Luc Tu Le
ACER ConQuest (Adams, Wu, and Wilson, 2012) has been popularly used for analysing testing and assessment data. Two of the most common estimation methods for Rasch measurement models (Rasch, 1960/1980) are available in this software, marginal maximum likelihood estimation (MML) and joint maximum likelihood estimation (JML). This study is concerned with item parameter recovery for the dichotomous Rasch model. Our primary focus is on comparing JML and MML when the assumptions of MML are violated, that is the abilities are not sampled from the distribution that is assumed in the estimation.

Governance Models For Collaborations Involving Assessment, Australian Medical Assessment Collaboration (Amac), Ben Canny, Hamish Coates
Governance Models For Collaborations Involving Assessment, Australian Medical Assessment Collaboration (Amac), Ben Canny, Hamish Coates
Higher education research
This paper is driven by a desire to improve assessment in higher education to yield better outcomes for communities, professions and individuals. The analysis unfolds within the field of medicine but is conceptualised to be of much broader relevance to other professional fields and academic disciplines. The focus is on assessment during the course as opposed to assessment for admissions or licensing purposes. The interest in assessment is not simply to produce practitioners, but to develop better practitioners. As well, the remarks are bounded by the context of universities in Australia and hence the complex but important assumption of academic …
