The SISTA program is a key monitoring tool of the Solomon Islands Ministry of Education and Human Resource Development and has the capacity to serve multiple functions to a wide range of educational stakeholders. This report provides analysis of year 4 and year 6 Literacy and Numeracy of SISTA 2013. The SISTA results contain a wealth of data about how well students have responded to items that are indicators of curriculum attainment. Reading and writing proficiency are skills necessary to be successful academically and in today’s workplace. Literacy skills are directly linked to a better quality of life, the ability to read labels, civic documents, to expand knowledge, and to boost self-esteem (SIL International, 2012). The purpose of this study was to investigate the impact of the Read 180 program as a Response to Intervention reading strategy tool for middle school students. This study explored the effect of the RtI-designed technology-based reading program on seventh and eighth-grade students labeled as at-risk for reading failure. Data was analyzed using the standardized analysis of covariance (ANCOVA). Participants in this study were given pseudonyms to protect their identity and scores. Despite flexibility waivers granted to states by the United States Department of Education from some provisions of the No Child Left Behind Act, our nation’s public schools continue to struggle to improve reading proficiency as measured by high stakes assessments. To reach state targets for reading proficiency schools must use data at the earliest point possible to inform instructional strategies and identify students at risk of failure. The response to intervention model holds promise for improving reading outcomes particularly for early elementary students.

Schools in the United States have been using the Accelerated Reader (AR) program since the mid-1980s. A search of the literature related to the effectiveness of the AR program revealed that many of the studies were conducted more than a decade ago, and a large number of those studies failed to utilize a control group to provide comparative data. The research objective was to gain a greater understanding of schools in rural Kentucky communities. Through interviews and surveys the investigator studied two schools with a similar populations facing many of the same obstacles, such as, a low socioeconomic status. The 2007-2008 Kentucky Performance Report stated that School A had an Academic Index of 105.7 in the area of reading and that School B had an Academic Index of 82.4.
