An instrumental case study was implemented to understand how effective school leaders influence the contexts of formative evaluations that strengthen teacher efficacy. The study took place in a rural, public school district ranked as an A school by the State Department of Education in student achievement for the past three years. The principal, two master teachers, and four classroom teachers were interviewed and observed to explore how the context of formative evaluations strengthened teacher efficacy at their school. This mixed methods program evaluation examined teacher and administrator perceptions regarding fidelity of implementation of components of the teacher evaluation program with middle school special education teachers. These components include pre-conferences, observations, and post-conferences; summary evaluations; and professional development plans. Incorporating evidence from qualitative interviews with school-based administrators, qualitative focus groups with special education teachers, and a quantitative survey with special education teachers, this study found that fidelity of implementation of the components of teacher evaluation is impacted by evaluator capacity. Teacher evaluation systems are essential in tracking the quality and effectiveness of teachers and education systems. This dissertation examines the teacher evaluation system in Saudi Arabia through multiple perspectives, including research-based frameworks for teacher evaluation, norms and best practices from OECD countries, and established Saudi Teaching Standards. An explanatory sequential mixed methods model was used. Data collection involved 643 responses to a teacher survey that covered working conditions, existence of professional learning communities, and teacher evaluation practices, methods, and uses. Following the survey, in-depth interviews were conducted with 11 teachers and 3 key informants.

The study was developed to examine the teacher development efforts utilized by leaders of lowperforming schools that had shown promising gains in student achievement. This study seeks to examine how new and experienced teachers in one urban public school district in Kentucky perceive support from their school administrators under the Professional Growth and Effectiveness System (PGES). A factorial analysis of variance (ANOVA) was conducted to examine potential interaction between more than one variable (i.e., difference in teachers who have a favorable, unfavorable, or neutral perception of administrative support of PGES, as well as years of teacher experience). Student assessment nonparticipation (or opt out) has increased substantially in K-12 schools in states across the country. This increase in opt out has the potential to impact achievement and growth measures used for educator and institutional accountability. This simulation study investigates the extent to which value-added measures of teacher quality are impacted as a result of varying degrees of opt out, as well as various types of nonrandom opt out. The focus of this study was to measure elementary, middle, and high school administrators’ beliefs regarding the appropriateness of the Mississippi Statewide Teacher Appraisal Rubric domains, as well as their perceptions regarding the Mississippi Statewide Teacher Appraisal Rubric’s overall alignment with the Interstate School Leaders Licensure Consortium standards. This was a quantitative study that investigated whether a statistically significant difference existed between administrators’ beliefs regarding the appropriateness based on their grade level assignment. This sequential mixed methods study addressed the need for research that both described and explained how teachers of varying experience respond to administrative evaluative feedback. Formative evaluation theory of Scriven and professional growth models of Steffy and Fessler served as theoretical models for data analysis. An online survey asking teachers how they changed their practices and what accounted for their response was received from 270 teachers in 1 Midwestern state. Of these, 9 teachers of varying experience were interviewed. The quantitative data showed that most teachers do not change practices on the 8 state teaching standards in response to feedback. …

In 2010, the Louisiana legislature passed Act 54, a law that requires public school teachers to undergo a performance-based accountability evaluation. COMPASS (Clear, Overall Measure of Performance to Analyze and Support Success) asks principals to evaluate teachers using a rubric with components of Charlotte Danielson’s Framework for Teaching to evaluate teacher effectiveness (Act 54). Act 1, passed in 2012, ties Louisiana public school teacher’s pay and tenure to their score on COMPASS. Principals of Louisiana are now asked to evaluate teachers in a high stakes evaluation that is linked to teacher tenure and pay.

School officials in a large district adopted a research-based teacher evaluation system, the Framework for Teaching (FFT). Despite a 4-year phase-in of the FFT, teachers' evaluation ratings increased while student achievement results decreased. This disparity impacted the school district's growth targets as set by the State Department of Education. If target growths are unmet, school administrators must relinquish school operations to the state. A bounded, qualitative case study was designed to explore administrators' and teachers' perceptions of the FFT and its influence on school administrators' assessment of teachers' instructional practices. The purpose of this quantitative study was to investigate the perceptions of K-12 teachers as they relate to the implementation of the Tennessee Educator Acceleration (TEAM) evaluation framework. Survey links were sent to 1,115 K-12 teachers from 4 Northeast Tennessee school districts. The survey achieved a 24% return rate for a total of 270 participants. This thesis sought to lay the foundation for an application for tracking K-12 teacher activities. Its primary contribution is a descriptive model of K-12 activities. The work's starting point, the Faculty Activities System project, is an ETSU initiative that seeks to produce a tool for university-level academic accountabilities management. It was possible to adapt the FAS project's data model for K-12 activities. The resulting model was validated by experts in the field of education and teachers and administrators across Tennessee.
