“What makes a good teacher” is a question that many people interested in education try to answer, whether they are school administrators, education faculty, parents of a K-12 student, or politicians. For several decades, policy makers have been searching for ways to measure teacher effectiveness, primarily through student standardized assessments. Student achievement data have been the cornerstone of state and national accountability efforts for decades, and the focus on data-based decision making and evidence-based practices in education from policymakers, the public, and researchers continues to increase. Underlying the various pressures and incentives on educators to use data is a basic logic model: if teachers use data, their practice will change, and those changes will lead to improved student outcomes. The simplicity of the model belies the complexity of the practice of data use. Abstract

The push for educational accountability and standardization in the United States gained traction with the No Child Left Behind Act of 2001. Uniformity in the curriculum, academic standards, testing, and accountability were some of the requirements that were being touted by politicians, educators, and special interest groups. School districts across the United States were forced to develop systems to prove that teachers were teaching and students were learning.
