To determine if a relationship existed between teacher professional development and student reading achievement for grades K-2, the researcher conducted a mixedmethods study to examine reading achievement and teacher professional development in a Midwest urban school district. If the researcher was able to show a relationship between teacher professional development and student reading achievement, recommendations could be made on research-based professional development models proven to increase student academic achievement and improve instructional practices within an underachieving school district. The purpose of the case study was to explore some effective literacy strategies that prompt higher-level thinking abilities to help one Chinese English as Foreign Language (EFL) student who struggles with academic reading in college classes at a small, liberal arts college. Only one participant named Cathy was involved in the study. Cathy is a Chinese student who studied at college as a regular undergraduate student and had poor performance in her college level literacy class, as indicated by her professors and Cathy herself. Many Canadian school districts use standardized reading achievement data to support reading instruction. Over 30% of 9th-grade students in the Anglophone School District-South (ASD-S) have not met targets for the English Language Proficiency Assessment (ELPA), a graduation requirement in New Brunswick, Canada. This study compared archival reading scores of 6th-grade students from 2009-2012 with the same students' scores in 9th-grade from 2012-2015, to determine if 6th-grade scores were a predictor of 9th-grade results. Curriculum-based measurement (CBM) tools are used widely to assess students’ progress within different stages of the Response to Intervention (RTI) process. Despite the wide-spread use, little research has identified the efficacy of reading CBMs in predicting secondary student outcomes on high-stakes assessments. High-stakes assessments are being utilized to determine outcomes for not just students, but teachers, administrators, and districts. More research is needed to determine if reading CBMs are useful tools for the populations of struggling secondary readers.
