In response to the need for examples of test validation from which everyday language programs can benefit, this paper reports on a study that used Bachman’s (2005) assessment use argument (AUA) framework to examine evidence to support claims made about the intended interpretations and uses of scores based on a new web-based Spanish language placement test. The test, which consisted of 100 items distributed across five item types (sound discrimination, grammar, listening comprehension, reading comprehension, and vocabulary), was tested with 2,201 incoming first-year and transfer students at a large, Midwestern public university. Progressive education has a long history within the American K-12 education system dating back to the late 1800s. During this period, two very distinct ideologies represented progressive education: 1) administrative progressives supporting standardization as a means of efficiency and 2) pedagogical progressives supporting child-centered learning based upon a well-rounded education. This study looks at 82 contemporary pedagogical progressive schools to identify common characteristics. Child-centered learning, community integration, and democratic decision-making were the three overarching philosophies covered in this study. The purpose of this paper is to articulate how a theory, developed in 1968 by Garrett Hardin to describe how shared resources, or “commons” can become depleted, also elucidates the mechanism by which standardization of educational outcomes and assessment have come to dominate current education discourse. We then present results of a case study of a school struggling to succeed within a context of a district’s hyper-focus on standardized measures of success, and employ the theory to illustrate its usefulness to explain what we found at the school site. In July, the ADE released results for the 2009-10 end-ofcourse (EOC) exams given in Algebra I, Geometry, and Biology administered in April 2010. These results followed the Grade 11 Literacy results released in June. First, we present statewide 2010 results compared to last year. Second, test scores are examined across the state by districts' region, poverty level, and size. Third, we consider the performance of Arkansas students on other assessments to see if these results are consistent with EOC results.

The 3PL model is a flexible and widely used tool in assessment. However, it suffers from limitations due to its need for large sample sizes. This study introduces and evaluates the efficacy of a new sample size augmentation technique called Duplicate, Erase, and Replace (DupER) Augmentation through a simulation study. Data are augmented using several variations of DupER Augmentation (based on different imputation methodologies, deletion rates, and duplication rates), analyzed in BILOG-MG 3, and results are compared to those obtained from analyzing the raw data. This book addresses the design of two types of data collection instruments: student achievement tests and background questionnaires. Part 1 covers the development of an assessment framework and a test blueprint, item writing, pretesting, and final test layout. Part 2 delineates comparable stages and activities in the construction of background questionnaires, which are used to gather information from students, teachers, head teachers, or parents on variables that might help explain differences in student performance on the achievement test. Identification conditions and an improved estimation method for a D-dimensional mixed coefficients multinomial logit model are discussed. This model is a generalisation of the Adams and Wilson (1997) random coefficients multinomial logit and it can be used to fit multdimensional forms of a wide range of Rasch measurement models. The computational demands of the numerical integration required in fitting such models have limited previous implementations to three and perhaps four-dimensional problems (Glas, 1992; Adams, Wilson and Wang, 1997). One hundred 9th-grade students were divided into four groups of 25 each through systematic sampling procedures. Each of the groups were tested, pre and post, by the Otis-Lennon Mental Ability Test, forms J and K. During the pretest for all groups, the background condition of silence was observed. During the posttest, one group was again tested in silence. The other three groups were each tested to one of three background conditions: pop music, hard rock music, and soft rock music. Pop music played was characterized as more mellow, more melodic, and less intense than rock music. Hard rock …
