A common practice in elementary schools is to allow students silent reading time during school. Experts agree this is best practice due to the benefits to students, especially in vocabulary development and reading stamina. As students age, however, this practice tends to decline in favor of activities that are meant to teach vocabulary in isolation and test preparation skills. This study is a program evaluation of the effectiveness of a reading initiative in an alternative school utilizing the Stufflebeam CIPP evaluation model. In order to assess effectiveness, this evaluation explored the reading growth of high school students in an alternative school setting where the application being critiqued was a"read to learn" model.

Academic achievement loss during the summer is an established fact that is backed by a dearth of research. Most students generally lose academic ground in math during the summer. However, summer learning loss in reading is not shared by all subgroups of students. Students living in poverty lose, on average, 3 months of academic learning while other students gain or stay the same over the summer months. This is of major concern to schools and districts as they struggle to close the achievement gap.

This dissertation utilized a mixed-methods, quasi-experimental design to investigate the impact of parent development on rising third graders' summer reading losses as measured by the difference in May and August oral reading fluency scores. Title I parents and students from three schools in a rural North Carolina school district participated in a parent development session that focused on reading strategies to use at home. Parents and Title I teachers were in contact during the summer via telephone or face-to-face and students kept a reading log in order to collect data regarding reading routines.
