During the 1976-77 school term a study to evaluate the Cissna Park, Unit Six high school occupational education program was undertaken with the cooperation of the administration, guidance counselor, citizens advisory council, and occupational teachers.

PURPOSE: The study was entered into in order to determine future goals and directions for the programs involved. The period of time in which the study was conducted showed declining enrollments in the school district as well as serious financial problems. New information was needed to provide a basis for decisions the board of education would be dealing with concerning programs and staff.

This field work experience for the Specialist degree in Educational Administration at Eastern Illinois University involved a study of the gifted program in Charleston, Illinois, seen from two aspects: the state reimbursed gifted program as well as the local school's independent effort for its top students. The writer's method of inquiry combined library research and 40 interviews with teachers, administrators, and authorities on gifted students.

This project reflects the concern for maintaining and improving the quality of educational programs in the region to be comprised of Clark, Coles, Cumberland, Moultrie, Edgar, and Shelby Counties.

The establishing of this region of six counties was brought about by a change in the organization and structure of the Illinois State Education Agency. A State Board of Education was established and began a system reorganization which tended to decentralize the state agency into regional area service units. One purpose of this investigation of moral education in the elementary schools, was to find information in order to evaluate the current status of moral education at this level.

Another part of the investigation was to experiment with presenting and teaching moral education principles in a fifth-grade classroom, and make a report of the results.

The thesis was written to satisfy the final requirements for a Specialist Degree in Guidance and Counseling, at Eastern Illinois University, Charleston, Illinois.
