In recent years, some Australian schools and universities have been moving away from traditional modes of teacher education in which pre-service teachers typically undertake their practicums in ‘blocks’ of about four weeks a couple of times a year, to newer models in which they become attached to a school, spending at least two days a week there, undertaking extra-curricular duties and participating in a variety of activities so that they become more like a teacher who actually works in that school than a visitor. What happens when educators rather than policymakers initiate a program to define and maintain professional teaching standards from the ground up? It is possible to trace the current Draft National Professional Standards for Teachers back to 2003, when Australia's Ministers for Education endorsed the National Framework for Professional Standards for Teaching. They can be traced even further back, though, to the Control of Entry campaign of the 1960s and '70s. In 1969 fewer than 40 per cent of secondary teachers in Victorian government schools held a university degree and the figure for teachers with both a degree and teacher training …

The authors note that teaching is almost alone among the professions in not having profession developed, profession wide standards and a related system of professional learning and certification to assist teachers to attain those standards. The authors argue the case for a standards guided professional learning system (SGPLS) designed to help teachers learn and grow and provide public assurances of the quality of work of those teachers who are able to meet the standards, assist in the development of career paths for teachers and teacher leaders that are based on the demonstration of excellent teaching. Summaries of two major recent research reports into teachers’ workload and teachers’ work practices will be presented in this session: Secondary Teacher Workload Study and Primary (Elementary) Teacher Work Study. The research was carried out by the Australian Council for Educational Research for the New Zealand Ministry of Education. The purpose of the studies was to gain an understanding of the nature and patterns of teachers’ work, to explore practical and innovative ways in which teachers manage their work and to determine what factors cause work pressure for them. In Australia, the professional learning of school leaders has seldom mattered more. The importance of school leadership stems both from an increasing emphasis on improving schools and a foreshadowed crisis in attracting sufficient quality applicants to principal class positions. The authors examine professional learning courses for principals and ask whether they really deliver what they claim they do. Developers of professional learning need first to have guiding conceptions of school leadership. In recent years, a number of school systems in Australia and overseas have established standards frameworks that spell out leadership knowledge and skills. For more than three decades educators and policy makers in Australia have been interested in the development of professional standards for teachers. In recent years teacher associations in Australia have been developing their own standards to gain more influence over quality assurance in their profession. This paper aims to provide a broad overview of teaching standards and their use. It begins with an explanation of the idea of teaching standards, pointing out that standards are both statements about what is valued and tools for measurement. The author, an educational researcher who has not taught in a school for almost 10 years, agreed to take over a colleague's German classes for a week while the colleague holidayed overseas. The author recounts her experience of teaching in the 'real world' of schooling over these five days, including her interaction with the students and faculty, staff meetings, doubts about her linguistic capabilities, finding out how the school's leaders perceived their role, curriculum.
