The North Carolina Teaching Fellows Program: A Case Study Of The Use Of Forgivable Loans In Recruiting Future Stem Teachers, Katie N. Smith

In 2018-2019, North Carolina implemented a loan forgiveness program to recruit talented postsecondary students into teaching majors in needed subject areas. This qualitative case study analyzes the influence of the North Carolina Teaching Fellows Program (NCTFP) on 10 student participants’ college, major, and career plans in STEM education to understand how loan incentives shaped student interest in teaching careers in STEM subjects. Findings reveal that forgivable loan funding influenced college choice among those choosing institutions at the time of NCTFP acceptance. While policy makers have attempted to standardize teacher evaluation, policy is implemented and enacted by school administrators. This study addresses the following question: Considering the legislative efforts to remove control of evaluation from local figures, do teachers perceive school principals as influencing the implementation of state-level evaluation policy and, if so, in what ways? I examined interviews from 14 teachers across four high schools within a district in North Carolina derived from a larger mixed method case study of teacher perceptions of evaluation policy and classroom practice. Presidents, provosts, deans, and other upper-level administrators in higher education fit common definitions of “elites” in the context of qualitative research. Scholarship on methods specific to the field of higher education has not identified or described the unique challenges of interviewing these and other elites. The purpose of this paper is to examine challenges and share strategies for elite interviewing, with specific application to qualitative research in the field of higher education. We provide three examples of empirical studies involving elite interviewing and, using literature from other fields, highlight challenges and strategies. The rural school principalship provides unique challenges and great opportunities for conflict and conflict management. However, minimal research exists about the rural principalship or about rural principals’ conflict and conflict management. The purpose of this holistic, multiple case study was to examine rural principals’ perceptions and experiences with conflict and conflict management. Cases had to meet the criteria of the formal rural definition, and participants had to be the sole leader of their campuses. For the Expanded Learning Summer Program (ELSP), at a midsized public school system in the Northeast, providing high quality programming that engages student interest and fosters active learning by all children was a top priority. This case study, undertaken during the summer of 2017, provided insight into how the ELSP aligned with the relevant literature on high quality programming for youth-focused summer learning programs and suggested improvements to improve quality. Student teaching is a pivotal event in teacher education preparation programs, and there is a need to investigate emotions in teaching. This study examined how one elementary program navigated the emotional dimensions of teaching. Findings revealed that the emotional dimensions of student teachers were influenced by individualized factors unique to the teacher; certain emotions were perceived as more acceptable to express; and supervisors needed to support student teachers to manage and respond to the emotional dimensions of teaching.
