Cause For Concern: A Mixed-Methods Study Of Campus Safety And Security Practices In United States-Mexico Border Institutions Of Higher Education, Ryan Clevis Holmes

ABSTRACT

Campus safety has been a source of concern since the 1990s. However, in 2007, the tragedy at the Virginia Polytechnic and State University sent a sense of alarm through many institutions of higher education. Immediately following this tragedy, institutions across the country began to evaluate and question their safety and security practices. While many recommendations and mandates have been created by public and private agencies to offer guidance to institutions of higher education, none of the recommendations or mandates offered has been specific to the United States-Mexico Border region.

Institutional accreditation in higher education presents a dual reality: Accreditation is intended to hold colleges and universities accountable through external evaluation and, at the same time, accreditation constitutes an opportunity for higher education leaders to assess, improve, and communicate the quality of their undertakings. In an increasingly global field of higher education, quality practices become diffused across national boundaries. U.S. institutional accreditation is one of the quality practices embraced around the world; institutions of higher education, particularly in the Global South, aspire to obtain U.S. institutional accreditation. The newly created Indigenous Intercultural Universities in Latin America challenge the conventional conception of universities and their "universal" quality. Such universities seek to decolonize knowledge by generating knowledge that is relevant to the communities in which they are located. These intentions, however, do not necessarily exclude the knowledge and research methods imparted by long-established Western universities. This study uses qualitative content analysis to compare fifth grade social studies textbooks in Mexico and the United States to provide insight on how messages of national identity change as students migrate between school systems.
