The purpose of this study is to explore, through semi-structured interviews, public school educators' perspectives on how they interpret and cope/deal with the current high-stakes educational climate. This qualitative study explores how teachers interpret and negotiate top-down mandates and the effects of such mandates on self-efficacy, professional autonomy, and stress. It also investigates what sources of inspiration and/or support perceived by teachers as helpful in cultivating resilience. Semi-structured interviews with seven public elementary school teachers in a Southern California district served as the primary sources of data.

The aim of this dissertation is to examine the effects of regulation upon the practice and behaviour of teachers within a bureaucratic educational organisation. More specifically, the study had been designed to understand how teachers make sense of the rules and regulations of their organisation and identify strategies that they apply to make these rules serve these interests. The rule system theory of Swedish sociologist, Burns and Flam, was employed to inform the study. Thirty teachers, employed at two school sites, were included in this qualitative study. Within the last decade, handicapped students were routinely excluded from public schools (Cintron, 1983). Federal and state law now guarantee these children a free, appropriate public education. It is the task of school administrators to develop programs and policy to insure the rights of handicapped children. The goal of this research is to present a legal perspective for the teaching of handicapped children in physical education and offer specific recommendations for the successful implementation of educational programs for the handicapped. Due largely to the increasing involvement of the public schools in the education of prospective teachers, there is general agreement by authorities in the field of education on the need for identifying the legal responsibilities of the public schools and teacher training institutions during the student teaching experience.
