In 2012, the Vietnamese government enacted the Higher Education Law to give public universities institutional autonomy. Since the passage of the law, the term institutional autonomy has become contested; different interpretations have arisen among different actors concerned with implementing the policy. In a qualitative case study, I explore the meaning of autonomy in the context of Vietnamese higher education where the legacy of centralized governance is strong. As a recent position in the education field, there is little information regarding the development of staff in this role. This study sought to better understand how academic instructional coaches are mentored and developed within challenging school contexts. The theoretical framework for this research is guided by the social constructivism epistemology. This dissertation further explored the potential program improvements that could be implemented to improve the charter school oversight functions of the SBE and CDE. Using readily available data, this study estimated the costs incurred by an Illinois public university to deliver a bachelor’s degree. Building on previous scholarship, the study used the transcript (based on the graduate’s path to the degree) and catalog (based on the major’s requirements listed in the university catalog) approaches to estimate costs, from three administrative purviews, for native and transfer students graduating from six different academic areas in fiscal 2015. Costs per credit hour were gathered from data prepared annually by the university for the state’s board of higher education.

In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. This explanatory case study seeks to understand the nature of middle school educators’ self-efficacy in an urban public school district during an era of accountability. The study was conducted in a progressive school district, known as OakRidge Pubic Schools. A sequential mixed methods design with a participant-selection model variation was employed. The purpose of this case study was to conduct an investigation of educator perceptions of instructional leadership in the school improvement process. Interviews were conducted with educators and an administrator in a small, rural high school in Middle Tennessee. In 2010, the high school was labeled as a low performing school by the Tennessee Department of Education (TDOE). In 2014, Commissioner Kevin Huffman announced the school was on the TDOE Reward School Cusp List for being in the top 10% of schools based on one-year progress data from the Tennessee Value-added Assessment System (TVAAS) school composites.

This policy created mandates for school districts, which were nonexistent in the past. The purpose of this study was to examine Georgia political, academic, and corporate leaders’ perceptions of higher education accountability. A case study design was used to gain in-depth information. Data were collected through semi-structured interviews with 23 participants.

The findings of the study included the following:

1. Nearly every participant believed the mission and purpose higher education involved providing students with the skills and abilities needed to obtain gainful employment, and thereby make a positive impact on the economic development of the state of Georgia.

The MAES study focused on five southwest states Arizona, California, Colorado, New Mexico, and Texas.
