The Story Of Growth: A Case Study Of New Jersey Underperforming Underprivileged High School, Michelle L. Shelton

Socioeconomics has been a factor that exposes the disparities in student achievement across communities within the state of New Jersey, and as a result of the disparities, in 1985, the Education Law Center filed the first ruling of Abbot v. Burke; this case ruled that significant funding be provided in an effort to ensure that underprivileged students within these underperforming districts receive public education in accordance with the state constitution. However, despite the funding efforts, since 1985, (87%) of the 31 school districts identified as Abbott not only remain underprivileged, but they also remain underperforming. The purpose of this study was to explore what leadership behaviors and strategies public high school principals perceived to be most effective in achieving school improvement. The qualitative constructivist grounded theory research methodology used for the study was modeled after the work of Kathy Charmaz (2014), who acknowledges that the researcher is a part of the process, as observer, data collector, analyzer, and interpreter of the data. The purpose of my study is to explore the stories of the ethical tensions K-12 educational administrators navigate when implementing high-stakes assessment policy in a culture of measurement during testing season. Some educational leaders, in particular K-12 school and district administrators, struggle with the tensions existing between their own personal belief systems, organizational dilemmas, and the requirements of enacting high-stakes assessment policies. Using narrative inquiry as method, I collected and analyzed four school administrators selected who expressed frustration with enacting high-stakes assessment policies. Despite holding a majority of lower and middle management positions in public two-year institutions, women still hold only one-third of current community college presidencies. This study explored the gendered phenomenon of navigating the career pipeline in higher education to reach the office of community college president. The purpose of the study was to examine the educational backgrounds and career paths of recently-appointed female community college presidents, as well as the barriers and sources of support they encountered while navigating the career pipeline.

Evidence suggests that principals' practices influence student achievement. The purpose of this qualitative study was to examine the beliefs elementary school principals in the mid-Atlantic United States had about which leadership practices have been instrumental in reducing the achievement gap between economically-disadvantaged students and all other students at their schools. The leadership model that Kouzes and Posner developed, which identified 5 practices of exemplary leaders, served as the conceptual framework for this study. While Black women have etched a place for themselves as leaders within colleges and universities, few have advanced to the most senior levels of postsecondary administration and they remain underrepresented in those type of roles (Gamble & Turner, 2015; Jackson & Harris, 2007; West, 2015).
