What opportunities and challenges arise when an equity-focused educational organization aims to support employee’s individual equity practices while simultaneously developing the organization’s equity practice? In this study, employees of a non-profit educational organization were asked what rationales and expectations played a role in their decision to volunteer in an equity working group. Their responses were used to understand whether Perry’s (2000) process theory of Public Service Motivation helped describe their decision. School personnel are accountable for the academic “achievement” of students with and without disability labels (Every Student Succeeds Act [ESSA], 2015). In Wisconsin, “achievement” is measured via performance on standardized academic assessments (Wisconsin Department of Public Instruction [DPI], 2019). The use of these assessments privileges White middle-class students without disability labels (Ladson-Billings, 2006). Outcomes have been used to shame schools’ so-called poor performance while ignoring other indicators of success such as instilling real-world problem-solving skills, building positive learning communities, using a critical lens, and engaging in social activism (Connor et al., 2019).Many students with disability labels now receive instruction in …

This study analyzes high school Career and Technical Education (CTE) enrollments in Illinois public high schools. Emphasis is placed on considering how enrollments of students of color differs from their white peers. Gender and racial imbalances prove pronounced in STEM-related career pathways and reveal a large proportion of students of color enrolled in courses leading to low-skill, service-sector occupations. Given future economic and social implications, I recommend future researchers consider how students of color select and how underrepresented students are placed by institutional members and practices into CTE courses.

The purpose of this study was to analyze the stories shared by superintendents in a Midwestern state about how they approached the work of developing more equitable learning environments for Black students. The study examined the dispositions of the superintendents, the actions taken by the superintendents in each school district, and the influence of the district environment on the superintendents’ ability to carry out their work. A qualitative, multiple case study approach was used to conduct interviews and gather public documents and data from eight superintendents working in academically high performing, suburban school districts. Despite the Illinois school funding formula continuing to be one of the most staggeringly unequal in the nation, the Illinois State Supreme Court excludes school finance from judicial review. Although entities such as the National Center for Education Statistics (NCES), which is the primary federal entity for collecting and analyzing data related to education, continue to both collect and analyze education results along racial and ethnic lines, many studies leave out the importance of racism in their analysis.

This research analyzed the effect that the General State Aid (GSA) Property Tax Extension Limitation Law adjustment and Hold Harmless component had on equity in the Illinois General State Aid funding system. The equity criteria defined in the study was permissible variance, wealth neutrality, and conditional wealth neutrality. This study consisted of four simulations. First, baseline indices were calculated for the Illinois funding system for 2000 to 2011. Second, the Property Tax Extension Limitation Law adjustment (PTELL) was eliminated, the associated cost savings used to increase the GSA foundation level, and new equity indices were calculated.
