In response to Race to the Top mandates, student academic growth models are being incorporated into teacher evaluation processes across the country. Illinois’ version of the reform is the Performance Evaluation Reform Act. This paper briefly summarizes the new law and its impact to date. Further, the paper provides reflection upon the current research related to VAMs, and the possible legal consequences of relying on student growth models as a significant component of teacher personnel decisions.

Purpose: The purpose of this study is to make an exploratory inquiry into the state of policy development processes in institutions of higher education, and to review the history and mission of the Association of College and University Policy Administrators (ACUPA). Methodology: Members of ACUPA were surveyed concerning their opinions of the status of policy development, and where the policy process was located in local governance structures. A survey was conducted of ACUPA membership in March and April 2005.
