Black men graduate from universities at a lower rate compared to other groups. Students with disabilities also graduate at a lower rate. When the two groups intersect, the results can be disastrous. Black men with bipolar disorder face a host of problems on college campuses. From a lack of sense of belonging to trouble in class, they struggle to stay afloat in college. The present study seeks to address achievement and opportunity gaps for Multilingual Learners (MLs) by studying secondary schools who have established a school culture that prioritizes ML support and success. It draws on existing literature in the fields of ML best practices, educational leadership, and school culture research to study case schools in order to distill from their lived experiences recommendation for practitioners. This dissertation study examined the impacts of the COVID-19 Pandemic on the K-12 School Principalship and attempted to forecast the future of the principalship post-Pandemic. Using a forecasting method known as the Delphi Technique, I solicited public K-12 principals working in the Commonwealth of Virginia with at least 3 years of administrative experience to serve as participants. In total, 26 practicing principals completed three questionnaires offering their expert opinions on pre-Pandemic roles and responsibilities of the school principal and how those roles were impacted throughout the Pandemic. Teachers with high self-efficacy work harder, are more involved in learning, and have higher assurance (Bandura, 1994). As technology has become ubiquitous in our society, students’ use has increased and impacted the school environment. Given the potential for cyberbullying and the negative effects of such, schools harbor the responsibility to prevent and intervene in such occurrences. This can be a tricky process.

Nongovernmental actors have long been involved in the funding of U.S. K-12 public schools. With recent cuts to state funding to public education, however, groups called school-supporting nonprofits (Nelson & Gazley, 2014) have taken on a much larger role in school funding. Nonacademic, volunteer, parent-led groups such as parent teacher associations (PTAs), parent teacher organizations (PTOs), and booster clubs, especially, have grown in number and in amount of revenues raised, and are funding core school needs and functions. Thus, improving an individual’s access to college is a key tactic used to mitigate poverty and foster intergenerational mobility. Despite the recognized value of higher education, earning a degree remains unattainable for many because of financial constraints.
