This dissertation investigates the implementation and impact of reading improvement initiatives mandated by Texas House Bill 3 (2019) within a Texas school district. By applying improvement science principles, the study employs a mixed-methods embedded research design to evaluate the alignment of district practices with the Science of Reading and assess the effectiveness of systemic approaches in enhancing student reading outcomes. The research identifies statistically significant improvements in reading achievement, particularly in kindergarten, following the adoption of a phonics curriculum and mandated reading assessment tools. However, the findings also reveal challenges, notably the disconnect between policy understanding and practical implementation among …

In the current era of accountability, public school administrators’ responsibilities may include evaluating special education teachers and providing them with feedback and support to improve their effectiveness. The problem that exists is that administrators who do not have a background in special education are charged with the responsibility of evaluating special education teachers, resulting in special education teachers not getting the support or feedback necessary to improve their instructional practice.

Blurred Boundaries: Sussing Out Thresholds Between Wac And Wpa In Administrative Professionalization, Amy T. Cicchino, Mandy Olejnik, Christina Lavecchia, Al Harahap

Over the past 50 years, the field of WAC has increasingly shifted from discussions of starting programs to efforts of sustaining programs (Cox, Galin, & Melzer, 2018). Similarly, WAC pedagogical support has moved from the oneoff workshop model of “writing-to-learn” pedagogy (Walvoord, 1996) to other models of effecting long-term change with faculty (Glotfelter, Updike, & Wardle, 2020; Martin, 2021). Alongside these programmatic and pedagogical trends, we argue that WAC administrative support and professionalization need to similarly grow. To work toward sustainability as a field, we need to (re)consider the professionalization of WAC administrators—both in graduate school and throughout their careers.

This qualitative study using case study design sought to explore the effectiveness of Teachers’ Continuous Professional Development (CPD) in enhancing learners’ achievement in primary schools of Abim district in Uganda.
There are numerous CPDs in Abim district whose expected outcome is improved learners’ achievement but there is little evidence to authenticate that.
A total sample of thirteen (13) respondents participated. The study used interviews and Focussed Group Discussion as methods of collecting data from sampled participants. Data collected, consisted of information about respondents’ understanding of CPD, organisation, implementation, and evaluation.
The participants understood CPDs in many different ways. The study …

Research identifies two purposes for teacher evaluation: measurement and professional growth; however, the literature provides limited research on the impact of the post-observation conference in teacher evaluation on professional growth (Marzano, 2012). The purpose of this qualitative, phenomenological study is to examine the perceptions of Indiana public elementary school principals on the impact of the post-observation conference on professional growth of teachers. The study uses an Elementary Administrators’ Background Questionnaire and semi-structured interviews to gather an in-depth understanding of administrators’ perceptions.

The surge in Chinese language learning as CSL/CFL increases needs for quality teacher professional development training. Although researchers report advantages of employing literature and confirm the value of literature in teaching foreign language, few studies focused on CSL/CFL teacher training, specifically, for the use of literature-based Chinese language teaching for CSL/CFL classes. Teacher teams such as Professional Learning Communities (PLCs), and similar cooperative teams, have been identified as instrumental in improving student outcomes. At the same time, the importance of a collaborative approach to evaluating data and refining practice has been recognized (Graham, 2007; Sigurðardóttir, 2010). Often however, teacher teams do not have the resources available to them to ensure their success. The purpose of this case study was to explore technical education teachers’ perceptions on the use of e-learning within the Technical College System of Georgia (TCSG) institutions. This central research question provides the lens needed to explore forces that promote or discourage the use of online instruction administered by teachers. The theory guiding this study was the diffusion of innovation (DOI) theory, developed by E.M. Rogers approximately 60 years ago. This article presents the findings that investigated the relationship between a principal's practice in resource allocation and how it promotes a school’s collaborative culture.
Participants of the study were New York City (NYC) Department of Education (DOE) school principals who scored a four or above on the NYC Survey School Measures of “Effective School Leadership.” The independent variable was principal practice defined as resource allocation. The dependent variable, collaborative school culture, was defined as scoring 90% or above on the “Collaborative Teachers” measure of the NYC School Survey. Purpose: The purpose of the study was to explore and describe the benefit of three key elements of instructional writing strategies: structured writing, visual learning, and collaborative tasks to assist Title 1 middle school site administrators and teachers in assessing the impact of the instructional writing strategies for multilingual learners to achieve reclassification to Fluent English Proficient.
Methodology: The qualitative case study included a thorough analysis of one-on-one interviews with seven teachers and seven administrators with more than three years of experience in a middle school from the Sacramento area.

This qualitative, multicase study examined how principals perceived the role of instructional coaches and how they facilitated, influenced, and supported teachers’ professional learning through the instructional coaching program. Including the researcher as a participant, 16 participants from three suburban school districts—including district-level administrators, principals, instructional coaches, and teachers—engaged in semistructured interviews. This study was framed by Desimone’s core conceptual framework for professional development and Spillane’s distributed leadership model. Data analysis revealed principals viewed instructional coaches as their partners in instructional leadership and professional learning facilitators. Through continuing education, educators improve their skills and become more proficient at their jobs. However, some educational leaders are unaware of the perception of teachers regarding professional development. Grounded in Desimone and Garet’s framework of best practices in teachers’ professional development, the purpose of this interpretive qualitative study was to compare that framework to what a sample of teachers believe is effective professional development based on their experiences. A mixed research study was designed and conducted to identify effective characteristics of high-performing, high-poverty schools. Four South Texas Title 1 schools identified as High Performing Schools by the Texas Education Agency in 2016 were selected for the study. To be selected, these schools were also required to meet or exceed a set of criteria applied by the researchers. An effective school model, comprised of eleven characteristics and school processes, was developed based on a synthesis of effective school research and served as the theoretical framework for the study. This study investigated the effect of feedback to measure post-mastery learning in a professional development course designed for child welfare worker. In addition, the study explored the subjects’ perceptions of benefits gained by taking an online professional development course for child welfare worker. The purpose of this study is to explore how induction programs impact untenured teachers’ overall experiences and perceptions. This study focused on stories, experiences, and values that were explicitly discussed by each participant related to their district’s induction program. In general, strong induction programs provide an intense level of professional development to all untenured teachers on content, instruction, and best practices related to students and classrooms (Danielson, 2008). Albert Bandura’s social learning theory (1977) explicitly discusses how we learn from our surrounding peers through observation and imitation.

Professional learning communities (PLCs) positively influence students’ and teachers’ success. Yet, traditional professional development, involving passive learning, is still widely used. The problem addressed in this qualitative case study is little is known about administrators’ perceptions about PLCs as replacements for traditional forms of professional development (PD). Administrators’ and teachers’ perceptions of PLCs should be explored to learn more about why PLCs are underutilized in schools, despite their proven effectiveness.
