In December 2022, federal, state and territory education ministers released a National Teacher Workforce Action Plan to improve teacher supply and retention in the profession. While recognising the important role that Highly Accomplished and Lead Teacher (HALT) certification could play, the plan also recognised that the current approach to certification was cumbersome for teachers and called for it to be ‘streamlined’. At the request of the education ministers, the Australian Institute for Teaching and School Leadership (AITSL) has produced a revised Framework for the Certification of HALT Teachers. Shaping Educator Sensemaking In Complex Systems? Policy-Directed Teacher Evaluation Models As Boundary Objects, Kelley M. King, Noelle A. Paufler, Rachel L. Biritz, Ryan M. Smits

This study examined a state-wide, policy-directed teacher evaluation model implemented across public schools and educator preparation programs. Such models are grounded in a theory of action that situates teacher learning within social relationships, yet does not account for the complexity of systems. Results challenge policy’s implicit theory that an evaluation model can function as a boundary object to create a common understanding of good teaching and positively impact teacher professional practice. We found contradictory evidence that the model served as a boundary object that facilitated shared sensemaking as mediated understandings of good teaching collided with expectations in classroom contexts.

Critical approaches to policy suggest that policy, even in the most apparently democratic polity or institution, codifies and extends the interests of those who disproportionately wield power (Levinson et al., 2009). While many people are involved in conversations and decisionmaking processes related to the implementation of grade retention or promotion policies, the final decision is made at the school level. The use of student learning objectives (SLOs) as part of teacher performance systems has gained traction quickly in the United States, yet little is known about how teachers select specific students’ learning goals. When teachers are evaluated—and sometimes compensated—based on whether their students meet the very objectives the teachers set at the start of the year, there may be an incentive to set low targets. SLO systems rely on teachers’ willingness and ability to set appropriately ambitious SLOs. We describe teachers’ SLO target-setting behavior in one school-district. For the past two decades, student perception surveys have become standard tools in data collection efforts. At the state level, however, “student voice” is still used sparingly. In this study, we examine the ways in which including student survey results might alter state accountability determinations. Reconstructing the accountability system in Massachusetts, we draw on a unique set of student survey data, which we add to the state’s formula at a maximally feasible dosage in order to determine new school ratings. This cross-case synthesis gives voice to evaluators in EC-12 and higher education settings who are enacting a state-mandated system of teacher evaluation and support by examining their perceptions of the Texas Teacher Evaluation and Support System (T-TESS). Questions addressed included: How do differently situated school administrators and supervisors 1) understand the model, 2) describe the implementation of its elements, 3) understand and enact their roles, and 4) assess the impact of the model? Data from EC-12 school principals and clinical supervisors at the university level indicates the system establishes a comprehensive definition of quality teaching. This article reports findings from a multiyear critical ethnography that examined race talk dilemmas of school leaders at the central office at a small urban school district to understand why racialized educational policies and practices still persist against African American students. This study takes a structural approach to investigating the impact that race talk has on educational policymaking at the local district level. The guiding research question in this paper examines how we can understand educational reform and policy implementation and the unintended consequences of those interventions through the local from a historical context.

Much work has documented that African-American students are more likely to receive expulsions and suspensions than their white peers. These disparities are troubling, but researchers and policymakers need more information to fully understand this issue. We use three years of student level discipline data for an entire state to assess whether non-white students are receiving different disciplinary consequences from their white peers in the same schools, for similar infractions and with similar behavioral history. We find that Black students received more severe (longer) punishments than their White peers in the state for the same types of infractions. These differences are …

Advocacy and leadership style are essential concepts in education. This qualitative case study was undertaken to demonstrate how Robert K. Greenleaf’s servant-leadership framework could be a useful framework to adopt by educational leaders and child advocates. Servant-leadership identifies the needs of others as a primary goal of leadership. The study contributes to understanding the value of exemplary servant-leadership and advocacy in public education as demonstrated by David Lawrence Jr. The researcher addressed questions regarding how Lawrence embodies servant-leadership traits and explored how a servant-leader has been positively influencing early childhood public educational policy in Florida to benefit all children.

Educational Policy Advisory Committee (EPAC) serves as a campus-wide curriculum committee.

The EPAC advises the Senior Vice Chancellor for Academic and Student Affairs about most curricular activities. These activities include, but ore not limited to, proposals for new programs, courses, and major course revisions. EPAC review of proposed curricular changes tokes place subsequent to college, and deportment or school reviews.

Major revisions of existing courses include changes in level, credit hours, purpose and scope, content, or method of instruction. When submitting curriculum changes or new courses proposals, first examine the schedules for oil committees.

Promoting these three goals has implications at all granularities, from the pedagogy of an individual college professor to the incentives and policies that shape systemic change.

Entrepreneurial Orientation In Public Schools: The View From New Jersey, Steven E. Phelan, Ane T. Johnson, Thorsten Semrau

We utilize a sample of New Jersey schools to explore the relationship between entrepreneurial orientation (EO) and school performance. The results indicate a significant relationship between several dimensions of EO and performance after controlling for a number of relevant variables. Charter schools were found to have higher EO than traditional schools. The implications of these findings for education and entrepreneurship research are discussed.

Abstract This paper clarifies the cumulative impact of the current national education policy on African-American children, which ultimately aims to limit local control of urban schools. The authors argue that urban schools in the United States are increasingly required to rely upon temporary teachers who are trained to implement a curriculum focused on standardized testing. The No Child Left Behind Act and the current Duncan administration’s approach to closing (and re-opening) schools combines to further exclude low-income community involvement in local schools. As state control over education increases, it is important to examine the teacher’s role in the educational policy making process. Currently, there is little research on Georgia’s educational policy systems. This study analyzed relevant variables to determine predictors of teacher participation. A 30 question instrument designed to measure teacher political efficacy and engagement was developed and administered. Demographic variables were analyzed to determine possible factors influencing efficacy and engagement. Findings showed that female teachers are predicted to participate more frequently in educational policy activities than males. Internationalization is the conscious effort to integrate international, intercultural, and global dimensions into the ethos and outcomes of higher education (NAFSA, 2008). A descriptive survey design method was used and the instrument entitled "Strategic Internationalization Priority Scale" was developed for this research. This project provides school districts with background and resources to implement an alternative school program that involves parent partnership at a high level. Though resembling homeschooling, families involved in these programs in Washington State are emolled as public school students in the sponsoring district. Some homeschoolers tend to view these programs with a wary eye, while participants have found what they consider to be a godsend that enables them to educate their children the way they want with resources made available by the local school district. Applicable requirements are delineated and sample documents to meet those requirements are included.
