Envisioning and implementing strategic changes around diversity, equity, and inclusion in honors can be paradoxical. While honors colleges are traditionally regarded as tight-knit communities that serve as centers of curricular and pedagogical innovation, they have also been sites of exclusion because of outdated definitions of excellence based on inequitable presuppositions inherent to the university admissions process. Educational researchers, policymakers, and administrators agree that providing in-service teachers with high-quality professional development (PD) opportunities is essential to educational success. Despite the substantial sums invested in teacher PD by countries and jurisdictions, the COVID-19 pandemic has caused serious challenges to teacher learning around the world. As conventional face-to-face initiatives became impracticable (e.g., workshops, conferences, school-based PD) and the need to prioritize pandemic-specific topics intensified (e.g., emergency remote teaching), teacher PD was recast both formally (where and how teachers engaged in PD) and substantively (what teachers sought to learn from PD). This article contributes to the International Study of Leadership Development Network initiative to identify high-need schools around the globe by focusing on a small minority ethnic school in the country of Georgia. It will be clear in this article that the challenges the Karajala School administrator faces in this former Soviet bloc school stand as an example of the educational disadvantages common to rural minority ethnic schools in Georgia and to many small rural schools in former Soviet bloc nations. While important normative work has been produced on various aspects of governance, including trusteeship (Cheit, Holland and Taylor, 1991; Kerr and Gade, 1989), institutional autonomy (Berdahl, 1990), and governance struc- tures (Richardson ct al., 1998) little theoretical inquiry has been devoted to two essential questions of governance: how arc key decisions actually made in the postsecondary sector, and who makes them? The release of Better Schools in Western Australia: A Programme for Improvement (1987), in line with other public sector agency reforms; contained a prescription for the restructuring of the Education Department of Western Australia from 11 bureaucratic to a corporate management system of school administration. These changes were intended to render the education system, and especially schools more flexible, responsive and accountable. Among the proposals for educational restructuring was a new opportunity for community participation through ''school based decision making groups."
