Responsible local educational and community leaders determined in 1961 that all legal criteria for the establishment of a community college in Walla Walla [Washington] had been met. They subsequently have been faced with many phases of preplanning activity. Among the problems requiring solution have been: the acquisition of adequate physical facilities, the determination of an operational financial plan, the establishment of accurate and efficient enrollment procedures, and the organization of an instructional and administrative staff. It was the purpose of this study (1) to review literature regarding new trends in the elementary arithmetic program; (2) to investigate the role of the elementary school principal in administration of Cuisenaire materials; and (3) to investigate the current elementary arithmetic programs in the Highline School District #401 and, where evidence was available, in other school districts using Cuisenaire materials. The program in the Highline School District was investigated to determine the curricular goals and content of schools using Cuisenaire materials and of schools not using such. It is the purpose of this paper to review literature concerning the philosophy and basic needs in planning an orientation program for sixth grade students entering junior high school in the fall. The writer will also be concerned with designing an orientation program. This program will give the sixth grade student the necessary basic understanding, from the time he leaves the sixth grade classroom in the spring, until he is a member of a junior high school in the fall. It is hoped that such a program will continually benefit the student throughout his secondary school years.
