Research has shown that teacher evaluation feedback has not positively impacted teachers’ practice or instruction. An average of 53% of U.S. Virgin Island teachers disagreed or strongly disagreed on the value of the feedback they received from administrators on the evaluation system. This mixed methods program evaluation examined teacher and administrator perceptions regarding fidelity of implementation of components of the teacher evaluation program with middle school special education teachers. These components include pre-conferences, observations, and post-conferences; summary evaluations; and professional development plans. Incorporating evidence from qualitative interviews with school-based administrators, qualitative focus groups with special education teachers, and a quantitative survey with special education teachers, this study found that fidelity of implementation of the components of teacher evaluation is impacted by evaluator capacity. The body of research shows the importance of teacher effectiveness on student achievement. To ensure teacher effectiveness, states have enacted legislation that governs the processes for teacher evaluation. However, these systems have not proven to be as effective as once anticipated. This dissertation explores how early research in self-efficacy, teacher stress, and teacher job satisfaction directly relate to self-determination theory. Specifically, the role of the elementary school principal can directly impact teacher motivation when meeting teacher basic psychological needs outlined in self-determination theory; connectedness, competence and autonomy. Furthermore, principals can build teacher connectedness, competence and autonomy with interactions and feedback both inside and outside of the formal teacher evaluation process. When principals interact with teachers frequently, visit classrooms weekly, and provide specific and timely feedback, teachers experience higher levels of motivation through increased feelings of connectedness, competency, and autonomy.

This quantitative study focused on determining the amount of influencing pressure principals encountered during summative teacher evaluations, determining if there was a relationship between the pressures a principal experienced while completing a summative teacher evaluation and the summative evaluation score teachers received, and determining if there was a relationship between teacher evaluation scores and district accountability levels. A survey instrument was created containing 23 possible influencing pressures derived from a literature review along with 14 items for the purpose of collecting demographic data from each participant. Teacher quality is the most important school-based factor affecting student learning and achievement. In 2009, the Race to the Top (RttT) federal education initiative provided an opportunity for states to compete for federal grant resources to reform their public education systems, which included revamping teacher evaluation systems to improve teacher (and principal) effectiveness. Consequently, New York State was awarded almost $700 million in 2010 during the second phase of RttT for its Regents Education Reform Plan, which established a new teacher and principal evaluation plan known as the Annual Professional Performance Review (APPR). This qualitative study examined school administrators’ perceptions of the James Stronge teacher evaluation system, one of five approved evaluation systems by the New Jersey Department of Education from the Teacher Effectiveness and Accountability for the Children of New Jersey Act (TEACHNJ) in 2012. Fourteen administrators from a suburban district were interviewed to examine their views of the Stronge model’s influence on teachers’ instructional practice, the accuracy of the ratings found from using this model, and its influence on their instructional leadership.

The purpose of this study was to explore teachers’ perceptions of the evaluation system currently used in their district. This study was guided by the following research question: How do teachers perceive the teacher evaluation process in a Midwestern Teacher and student Advancement Program (TAP) school? The theoretical foundations used in this study were Maslow’s hierarchy of needs theory and Kirkpatrick’s four levels of evaluating training programs. The focus of this study was to measure elementary, middle, and high school administrators’ beliefs regarding the appropriateness of the Mississippi Statewide Teacher Appraisal Rubric domains, as well as their perceptions regarding the Mississippi Statewide Teacher Appraisal Rubric’s overall alignment with the Interstate School Leaders Licensure Consortium standards. This was a quantitative study that investigated whether a statistically significant difference existed between administrators’ beliefs regarding the appropriateness based on their grade level assignment. The landscape surrounding teacher evaluation is changing as teacher accountability becomes more prevalent in this process. This study looks at how teacher-created student growth assessments (SGAs) for teacher evaluation affects teacher efficacy with respect to instructional practice. Survey data were collected from 110 kindergarten through eighth-grade teachers; additional data were gathered from three interviews. A majority of these teachers reported the work in creating SGAs benefitted their instructional practice. Teachers reported increased knowledge in learning standards, curriculum development, and assessment literacy as a result of creating their own SGAs. This sequential mixed methods study addressed the need for research that both described and explained how teachers of varying experience respond to administrative evaluative feedback. Formative evaluation theory of Scriven and professional growth models of Steffy and Fessler served as theoretical models for data analysis. An online survey asking teachers how they changed their practices and what accounted for their response was received from 270 teachers in 1 Midwestern state. Of these, 9 teachers of varying experience were interviewed. The quantitative data showed that most teachers do not change practices on the 8 state teaching standards in response to feedback. …

School officials in a large district adopted a research-based teacher evaluation system, the Framework for Teaching (FFT). Despite a 4-year phase-in of the FFT, teachers' evaluation ratings increased while student achievement results decreased. This disparity impacted the school district's growth targets as set by the State Department of Education. If target growths are unmet, school administrators must relinquish school operations to the state. While there is wide agreement that teachers are the primary factor in schools determining student achievement, there is disagreement about which attributes constitute a high-quality teacher. Different approaches to improving teaching spring from different conceptualizations of capability. Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.
