There is a growing concern that public charter schools, as publicly funded entities, which are mandated to ensure FAPE and IDEA, are lagging significantly behind public non-charter schools, when it comes to special education student enrollment. This potentially creates an unbalanced special education student ratio between public non-charter schools and public charters. This dissertation examines the enrollment rates of special education students between public charters and public non-charter schools in a large, metropolitan American school district, over a five-year period. This body of work examines causality and the effect of enrollment data along with the potential implications.

Increasing numbers of Florida parents are withdrawing their children from traditional public schools in highly-rated school districts to enroll them in tuition-free, startup, charter schools. Since not all parents have equal access or are as equally motivated to elect school choice alternatives, the fiscal sustainability of the traditional public school system is at risk. National teacher survey results indicate that lack of administrative support is the most frequently cited reason as to why teachers leave charter schools. This non-experimental quantitative study explored what types of administrative support are more valuable to urban charter school teachers and the extent of that support in their current schools. This study also investigated if perceived needs of urban charter school teachers for administrative support change as they gain more teaching experience.

Funding provided for public education is also being utilized for charter, private and /or parochial voucher schools across the state of Wisconsin. Policy was passed that eliminates current enrollment caps in the statewide parental choice program. In 2016-17, enrollment is limited to 1% of the district’s school age population and increases by 1% annually until it reaches 10% then lifts entirely. The purpose of this study was to measure the efficiency between charter schools and traditional public schools in Michigan. 1,628 schools, both charter and traditional public schools were examined in the study. Archived 4th grade MEAP reading and math assessment data was examined. In addition, financial data was examined for all of the schools.

Regression analysis utilizing SPSS was employed with MEAP reading and math scores as the dependent variable and the following independent variables: enrollment economically disadvantages students, percentage of white students, percentage of male students, average total instructional expenditures, and charter schools.

This dissertation explored whether the marketable features of three different charter schools in East Atlanta, Georgia influenced parents’ school selections and whether differences in race, income level, and educational attainment created patterns of interest regarding their selections. The accessible population (N=1865) for this study included parents of elementary and middle school aged children enrolled in three East Atlanta schools. A sample of 150 parents of elementary and middle school age charter school students enrolled in the three schools were randomly selected from the accessible population. This study investigated perceptions of school work culture of instructional staff members (administrators and faculty) in public charter and public non-charter elementary schools in a large urban metropolitan county of Central Florida by assessing differences in perceptions of administrators and faculty related to school work culture, perceptions between school administrators and faculty, and the interaction between type of school.
