A K–12 public school district in the northeastern United States implemented its own clinical in-school counseling program (CISCP) to help at-risk students in Grades 7–12 who were experiencing a crisis. The problem was that the district was unaware of whether the CISCP is helping its students through their crises. The study was important as it provided insightful data into the CISCP’s perceived effectiveness to meet the students’ needs. This study addressed a gap in local practice where the IMPACT! and EXCEL programs for gifted students only received anecdotal evaluation. Despite the existence of established standards, programming for gifted students rarely undergoes rigorous evaluation at the local, state, or national levels. The research project consisted of a summative goal-based evaluation that reported the degree to which the school district's programming met national standards and to identify strengths and weaknesses. The researcher conducted qualitative inquiry of an intrinsic case study to evaluate the programming at a single school district under the theoretical frameworks of pragmatism, differentiated instruction, and self-efficacy. Evidence derived from the 2012 and 2015 College Senior Surveys (CSS) noted showed that college seniors, at a historically Black university, graduated with little to average soft skills. Programs that include skills to help girls successfully navigate the difficulties of preadolescence have been shown to be beneficial. One such youth development program in the southeastern part of the United States began in 2014 but has had no formal evaluation completed. The purpose of this qualitative study was to conduct a utilization-focused process evaluation, asking questions that addressed the perceptions of a school leader (n = 1) and volunteers of the program (n = 8). The Caribbean University's Pre-College Program (PCP) served as the conduit for the nation's academically underprepared high school graduates to matriculate to university and earn a degree. The PCP student enrollment increased annually since 2010; however, less than 70% of the total PCP students matriculated to an associate degree. The purpose of this qualitative evaluation study was to investigate teachers' perceptions of the Jolly Phonics program implemented to improve students' literacy in Grades 1-3.
