Black superintendents are significantly underrepresented in our nation’s schools. Despite a slight increase in representation of female Black superintendents, minorities of all races continue to be underrepresented (Tienken & Domenech, 2020). In this study, I examined the experiences of Black superintendents in Michigan who currently hold superintendent roles, along with the obstacles they faced and their personal characteristics and associated factors that attributed to their resilience and longevity in their role as superintendent. Purpose: The purpose of this qualitative multicase study was to describe the emotional intelligence strategies that exemplary Latino school district superintendents use as they respond to leadership challenges in their school organizations based on Goleman’s (1995) four domains of emotional intelligence (self-awareness, self-management, social awareness, and relationship management). A secondary purpose of the study was for exemplary Latino superintendents to explain how their use of emotional intelligence strategies supported their success and tenure as they responded to leadership challenges in their school organizations.

The position of public school superintendent has experienced both a redefinition and a rebirth in its criticality. With increased accountability due to the shifting public school “Back to Basics” educational perspective in the 1980s, the launch of the No Child Left Behind Act (NCLB) in 2001, and the signing of the Every Student Succeeds Act (ESSA) in 2015 by President Barack Obama, the role of superintendent has seen a shift from that of an organizational manager to that of an instructional leader.

Instructional rounds are an emerging network structure with processes and protocols designed to develop superintendents’ knowledge and skills in leading large-scale improvement, to enable superintendents to build an infrastructure that supports the work of improvement, to assist superintendents in distributing leadership throughout their district, and to develop a cadre of educational leaders focused on developing their practice (Rallis, Tedder, Lachman, & Elmore, 2006). The purpose of this study will be to examine the policies and practices of two distinguished superintendents of the Chicago Public Schools: Dr. Joseph P. Hannon and the first African American female Superintendent Dr. Ruth Love. Hannon's four year administration extended from 1975 through 1979. Love' administration encompassed the years 1980 through 1985. The individual administrative approaches used by both superintendents to desegregate the Chicago Public Schools will be discussed. In addition the administrator's effectiveness in equalizing educational opportunities for all students will be a primary focus.
