After the Great Recession, a seven percent decrease in funding ended decades of academic growth and further widened the achievement gap between White and Black students (Jackson et al., 2020). Colorado’s school-finance system is particularly distorted and inequitable because of a series of tax-limiting policies which, combined, have led Colorado to become one of the lowest-funded per pupil states in the country (Resnick et al., 2015). The school-to-prison pipeline (STPP) metaphor encapsulates and describes a set of legislative policies and educational practices that systematically funnel African American, Indigenous, and Latinx students from the classroom into the juvenile and criminal justice system at disparate rates. An emerging solution to address high school pushout and the STPP has been to develop Alternative Education Campuses (AECs). However, there is a current gap in the research that amplifies the counter narratives of students currently enrolled at an AEC, through their own words, using Youth Participatory Action Research (YPAR). The purpose of this qualitative, collective case study was to explore urban high school student and teacher perceptions of student voice, specifically in the areas of partnership, activism and leadership. This study addresses the Civic Opportunity Gap, which impacts urban youth and the disjuncture between the civic ideals of the United States and their day-to-day experiences within the civic institutions that shape their lives. For several decades, there has been a large gap between the achievement scores of urban youth of color and their white counterparts. This achievement gap persists despite the efforts of educators and policymakers to close it. This descriptive study examined the perceptions of urban youth of color regarding their role in school and the support and barriers they encountered related to academic achievement in school.
