Last spring, when the Coronavirus caused major shifts in how schools educated children, Catherine Biddle, Maria Frankland, and students from the University of Maine College of Education and Human Development did some research. They explored how schools were managing and communicating decisions to families. One of the researchers’ goals was to identify best practices for educators to use during the pandemic, or any other large disruption.

It will not apply when a chair is sought as a new hire. 2. For the purpose of the search process as described in this document, “department faculty” consists of regular faculty members with ongoing sole or joint appointments in the department. The 2014 Clery Safety and Security Report issued by the University of Maine Police Department. Named for Lehigh University first-year student Jeanne Clery who was raped and murdered in her campus dormitory in 1986, the Clery Act requires colleges and universities that receive federal funding to disseminate a public annual security report (ASR) to employees and students every October 1st. This ASR must include statistics of campus crime for the preceding 3 calendar years, plus details about efforts taken to improve campus safety. The Faculty Senate calls on the University of Maine and the University of Maine System to provide 1) Updated security policies and guidance for file storage enabling students, faculty and staff to safely store necessary information on university provided network drives; and 2) Cloud-based secure storage and retrieval (with backup) for all data and local files produced, especially those containing sensitive data, to ensure the safety and security of student and administrative information, and accessible at any time though a secure network connection.

Between 2005-2014 the University of Maine and the University of Maine System spent tens of millions of dollars on information technology (IT) with a focus on accounting, human resources, fundraising, marketing and NCAA compliance. During that same period the Unified Fee (established in 2004, previously levied as a Technology Fee) collected some $1.5 million annually in instruction-related technology fees. The Faculty Senate calls on the University of Maine and the University of Maine System to prioritize proper financial support of academic IT at UM.

Senator Harkin (D-IA), Senator Murphy (D-CT), Senator Baldwin (D-WI), and Senator Hirono (D-HI) introduced the Keeping All Students Safe Act (S.2036) in the Senate on Feb. 24, 2014. Rep. Miller (D-CA) introduced H.R. 1893 on May 9, 2013. The Act would produce limitations for the use of restraints in public and private schools. Currently, 19 states have no policies in place to address this issue. The law would require better training, monitoring and enforcement of these standards, as well as the collection of related data which would be available to the public. On May 9, 2014, Representative Smith (R-NJ) and Representative Doyle (D-PA) introduced a bill to reauthorize the Combating Autism Act (H.R. 4631) for five years. Senator Menendez (D-NJ) and Senator Enzi (R-WY) are planning to introduce a Senate bill of the Combating Autism Reauthorization Act. The Combating Autism Act of 2011, due to sunset September 30, 2014, provides federal funding for autism research, public education, and early detection and intervention in Maine. We are hoping that you will consider voting in support of the Combating Autism Reauthorization Act.

This policy, agreed to by The Faculty Senate and administration, outlines the principles of shared governance at The University of Maine and is entered into freely by a faculty and an administration committed to a common vision of the mission of the University. As intended by this policy, the tenets of shared governance or collaborative decision-making are felt most strongly with regard to academic policies. Having concluded that the names suggested by the Working Group do not meet the criteria, the Board hereby directs the Chancellor to consult with the members of the Working Group and the President of the University of Maine at Augusta on continuing the process of identifying an appropriate name. In continuing this process, it should be understood that the Board has reached consensus that Maine State University, and any version thereof, is not an acceptable or appropriate option.
