AbstractA state-wide Individual Student Alternative Education Plan (ISAEP) seeks to assist high school (HS) students at risk of not graduating in completing HS credentials. The problem was that there was no formal state-wide process for monitoring the program to understand its impact. The purpose of this quantitative exploratory study was to determine whether the graduation variables that were published by the state could be used to predict ISAEP GED attainment. Conventional punitive detention- and suspension-based correctional approaches to student disruptive behavior are widely considered ineffective and counterproductive. Instead of offering opportunities for change and growth, they punish students they deem incorrigible by excluding them from instruction. While effective alternative approaches and programs exist, their use is far less widespread than would seem indicated. The purpose of this study is to explore how schools with successful alternative educational and disciplinary programs manage to overcome resistance to change and create settings that sustain the education for these students who through repeated disruptive behavior tend to fail in conventional punitive disciplinary programs. The signifier ‘alternative’ in education has largely shifted from progressive or humanizing pedagogies to deficit framings requiring alternate graduation criteria. This development is part of broader neoliberal educational reform efforts that disrupt longstanding conceptions of teachers’ roles. This study serves to investigate long-term teachers’ understandings of their shifting roles in one secondary-level alternative education program in New York City. Specifically, this narrative analysis study explores participating teachers’ meanings around agency and their ability to form the relationships that they argue are central to meaningful pedagogies. Findings demonstrate a sense of loss regarding teacher agency and relationships, and a belief that …

In an attempt to understand the current preparation level of Arkansas for the Leave No Child Left Behind Act (NCLB) of 2002, the current project conducts a preliminary literature and web search to record what other states have done and are doing to prepare for NCLB. A brief synopsis of the history of alternative policies is also included. Results indicate that of the twelve states examined, most states are following a similar pattern with regard to preparing for their “at risk” students and passing similar alternative education policies.
