Although the Constitution did not declare English the official language of the United States, its complete linguistic dominance in such a linguistically diverse nation is unparalleled. Despite its supremacy, the last three decades have witnessed a renewed nationalistic movement that claims the role of English is threatened and that its establishment as the official language of the United States is crucial to protect the language and the unity of the nation.
So far, attempts to institutionalize English at the federal level have failed, but 28 states have adopted English as their official language and/or legislation that limits the use of …

Student Service Members/Veterans (SSM/Vs) served their nation in times of peace and in war and in doing so, are eligible for various educational benefits. To assist the SSM/V in adapting to their new role as a student and civilian, most postsecondary educational institutions offer services specifically tailored to the SSM/V population in order to support and assist them in completing their academic program. These services could include navigating benefit programs, financial aid, orientation programs and disability services as needed. Diversity In American Graduate Education Admissions: Twenty-First-Century Challenges And Opportunities, Donald Mitchell Jr., Ph.D., Elizabeth A. Daniele

While the legal precedent of affirmative action in U.S. higher education is well documented, graduate admissions practices that withstand strict scrutiny need further documentation. This chapter fills that gap in three ways. First, we briefly highlight the history of affirmative action in U.S. higher education as it relates to broadening the participation of URMs. Second, we offer best practices in U.S. graduate admissions that take into account the benefits of diversity while working within legal guidelines. We then close with considerations for future scholarship, policies, and practices.

This study describes the phenomenon of how first-year teachers learn to evaluate students learning by (letter) grades. Grades seem simple enough; but in reality, each grade carries serious consequences with it – for either good or bad. For example, grades affect benefits/consequences at home; they affect placement in remedial or advanced courses; they affect grade level promotion; they affect participation in programs, i.e. extracurricular activities like sports; they affect high school graduation, college acceptance, and scholarship eligibility (Brookhart, 1991; Marzano, 2000).

The National Center for Education Statistics has released this year’s NAEP results which measure nationwide student performance in 4th and 8th grade Reading and Math. NAEP is administered nationally to a representative sample of students from all 50 states, so acts as a standard measure of student performance across states and time. When considering the quality of an education system, it is important to understand the resources available to students. Without proper resources, schools are unable to provide a quality educational experience, and students leave school unprepared to be fulfilled, productive members of society. School funding is therefore an important, and often controversial, topic in education policy. Arkansas’ public education system first ran into constitutional trouble over school funding in 1983 when the Supreme Court decided in Dupree v. Alma that the school funding formula was unconstitutional because it was based on valuations of the local tax base, not on the needs …

Youth Participatory Action Research And The Future Of Education Reform, Oiyan Poon, Jacob Cohen

This article presents a youth participatory action research (YPAR) study, which was conducted through a theoretical lens incorporating the social justice youth policy framework and Critical Race Theory. Led by youth from the Vietnamese American Young Leaders Association (VAYLA), the study explored the impacts of post-Katrina school reforms on student experiences at six New Orleans high schools. The findings from the study exposed troubling educational disparities by race, class, limited English status, and geography. The YPAR project’s results counter neoliberal reform advocates’ narrative of a post-Katrina New Orleans school “miracle.” This article illuminates YPAR as both research method and pathway …

The implicit acceptance among educators and in institutions of learning that discussions around LGBT (lesbian, gay, bisexual, transgender) issues are off limits perpetuates the marginalization of these identities and those who inhabit them. In K-12 schools and college classrooms the prevailing silence sends disturbing messages about the treatment of adults and children when their sexual orientation fails to fit neatly into prescribed binary classifications. As one who has been silent as well as silenced, I understand this dichotomy from a unique perspective. In this paper, we present the results of a random assignment evaluation on the Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) program. As the program started in the 2012-13 school year, this evaluation analyzes the impact of the program in its second year of operation and includes two cohorts of students. The focus of the comprehensive evaluation is the impacts of the program on students’ academic outcomes, short-term noncognitive outcomes, short-term college and career readiness outcomes, and post-secondary outcomes.

For low-income minority and marginalized communities, American democracy’s educational mission remains unfulfilled. Student voices have provided insight into ways that schools disserve and serve students and how schools can improve in promoting academic achievement; however, academically successful low-income students’ voices—particularly those at the elementary school level—are largely excluded from the literature. Providing a platform for student voices, this qualitative, intrinsic critical case study explored six high achieving low-income students’ views of their academic success and how that success was achieved. Tertiary education is believed to be a driver of economic development through the relationship between human capital development and economic output. Global massification efforts of tertiary education have led to increased global demand. Countries with limited tertiary education systems, like developing countries, have employed policies to increase domestic tertiary education opportunities instead of sending students abroad. Many tertiary education policies have focused on importing tertiary education from countries with established tertiary education systems. Import efforts first emphasized university models, but limited success prompted the import of more flexible short-cycle education modeled after the United States’ community college system. Do Private Schools Improve Public School Outcomes Or Increase Stratification?, Priyadarshani Joshi

Utilizing a 4-year longitudinal dataset (2007-08 to 2010-11) of 212 public secondary schools from two districts in Nepal, I conduct panel regression analyses to determine the association between public school high stakes examination outcomes and measures of private sector competition. I find that there does not seem to be a significant positive or negative association between public school outcomes and the extent of private competition in recent years. However, there is evidence to suggest that the gap between public and private school outcomes is higher in localities with higher private sector growth, providing suggestive evidence of stratification.

This study evaluated patterns of college applications from NYC Schools to CUNY. Specifically, a cohort of former large high schools that were reorganized into small schools of choice (SSCs) under the City's Children First education plan were studied. Coupled with the assessments of college admissions directors, the study concluded that despite an increase in applications, the outcomes of student academic quality and college preparation from a college admissions perspective were mixed.

In New York City, there exists an uneven landscape of college guidance among high schools, creating a college "guidance gap". While some schools offer robust counseling that helps students contextualize college admissions information toward making relevant college decisions, other schools have elevated student-to-counselor rates and do not have access to other educational resources necessary to effectively support students. Using ethnographic research and survey data, anchored by dynamic narrative inquiry, this dissertation explores how young people enrolled in under-resourced schools can act as agents of change in the lives of their peers within the context of college planning. Not much is known about the ways in which assessment data have actually been used in education policy to date. Understanding the role of assessments in informing system-level decision-making is a first step towards helping stakeholders improve the design and usefulness of assessments. Moreover, this understanding can help to further discussions about how assessment data can best be used to inform policy and practice and to evaluate the effectiveness of policy reforms. The largest standardized testing cheating scandal in American history has caused many to question the practice of excessive standardized testing in America’s public education system. In the spring of 2013, thirty-five educators in Atlanta, Georgia, including the former superintendent, principals, teachers, and testing coordinators were indicted for cheating on statewide-standardized tests. The situation in Atlanta, Fulton County, Georgia, triggered a conversation about excessive mandated standardized testing in America’s public schools and caused public outcry against the negative impact of standardized testing. What is the historical connection between deinstitutionalization and the Olmstead decision? The purpose of this study was to examine and analyze policy within a historical perspective the connections between institutional care, deinstitutionalization, the Olmstead decision, and the effect on persons with intellectual disabilities lived experience, in the state of Illinois.
The data collected include, the transcripts of interviews with four participants, artifacts from policy documents and historical papers accessed from the Disability Museum online journals. The creation of a table for use in coding themes as associated with 5 (out of 18) core concepts for disability policy.

Internationally, the policy move towards standards-aligned instruction is gaining momentum. In Australia, standards have assumed unprecedented prominence in education policy relating both to classroom practice and to teacher preparation and career progression. The move is also evident in the United States, where the lure of standards to inform improvement is clear: significant investment has been committed to longitudinal research to examine at state and district levels the desirable conditions for implementing standards, their impact on developing college- and career-ready teachers, and in turn, the impact on teacher instruction and student outcomes.
