Increasing women’s participation in Science, Technology, Engineering, and Mathematics (STEM) has become a policy goal for many countries. This dissertation focuses on the origin and measurement of gender gaps in student achievement and self-perceived ability, as well as their potential role in predicting college career choices in STEM.

The first two chapters provide an international overview of gender achievement gaps and focus on issues around measurement using data from the Programme for International Student Assessment (PISA). In a 2008 working paper published by the U.S. Agency for International Development, the authors lamented that, despite billions of dollars in investment in global education initiatives, access to education had been improved in targeted areas, but the return on investment with regards to learning outcomes was “much less impressive” (Gillies & Jester Quijada, 2008). Despite the increasing research that lists cultural incongruence in the classroom among the top factors that speaks to the disproportionate numbers of Black females obtaining STEM degrees there is limited research on the actual number of Black female science teachers at the secondary level in education and the impact this plays on Black females in science, technology, engineering, and math classrooms (STEM). The consequence of all this is that we find ourselves with Black female science teachers “missing in action,” and only 5% of Black females receiving a STEM degree. The US has a critical need to produce more STEM graduates and that need is exponentially more critical in Arkansas. Arkansas currently ranks last in the percent of STEM degrees conferred compared to overall degrees awarded. Students intending to pursue a STEM four-year college degree who start at a two-year college are significantly less likely to succeed in earning that degree. Arkansas passed Acts 672 and 182 aimed at strengthening the success of students who transfer from two-year colleges into four-year institutions. Policymakers and industry leaders are claiming that the U.S. has an insufficient number of STEM graduates. As the rhetoric of a shortage of skilled scholars and employees in STEM-related fields expands, there is a plethora of publications that refers to a phenomenon dating back to the 1950s. Nonetheless, this new paradigm presents a critical challenge to policies and programs that surround STEM education in countries around the world. As global demands for workers in the science, technology, engineering and math (STEM) fields persist, there are increased opportunities for historically underrepresented African-American and Latino youth to fill STEM career pipelines. African-American and Latino youth have long faced disproportionately high unemployment rates. Joblessness has been complicated by lower high school graduation rates for African-American and Latino youth. Significant federal and state funding has been allocated to address this state of affairs. Research findings on STEM career development programs for historically underrepresented youth can inform public policy and resource allocation.
